CITY OF LOGAN CITY COUNCIL MEETING 108 W. 4th STREET March 27, 2023 At 6:00 P.M. Mayor McDonald called the meeting to order. Agenda item 2 was the Pledge of Allegiance. Agenda item 3 was roll call. Council Members Sporrer, Moss, Fisher, Scheuring and Mayor McDonald were present. Council Member Hinkel was absent. Agenda item 4 was to approve the agenda. Motion was made by Fisher and seconded by Moss to approve the agenda. 4 ayes. Agenda item 5 was to approve the consent agenda which consisted of approving the minutes of the March 13th regular meeting, setting the next meeting on April 10th, approve the claims register and approve a building permit for Jan Leonard, 407 N 4th Ave for a fence. Motion was made by Moss and seconded by Sporrer to approve the consent agenda. 4 ayes. Agenda item 6 was to review and approve the drawing prepared by Veenstra & Kimm for changes to the parking on 6th Street near 4th Ave. Motion was made by Sporrer and seconded by Moss to approve the conceptual drawing for parking on 6th Street near 4th Ave and have Matt bring bids to next meeting. 4 ayes. Agenda item 7 was update from Veenstra & Kimm on the 2022 Street Improvement Project. April 21st is the deadline. Agenda item 8 was discuss future annexation of property. The voluntary annexation applications have been sent to the property owners. All property owners have consented to voluntary annexation except one. Jason will contact that property owner and inform them of the 5-year abatement plans. The clerk said she is working on gathering applications, legal descriptions and maps of each parcel. Discussed option of a 5 year tax abatement using 75%, 60%, 40%, 20% and 10% as the abatement schedule. Agenda item 9 was to approve the City of Logan FY23/24 proposed budget and order publication for notice of public hearing on April 24th, 2023 at 6:00 p.m. Motion was made by Scheuring and seconded by Fisher to approve the City of Logan Fy23/24 proposed budget and order publication for notice of public hearing on April 24, 2023 at 6:00 pm. 4 ayes.
