CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, MAY 16, 2023 6:00 P.M. Mayor Pro-Tem Struble presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Taylor and Tuttle. Mayor Kelly and Councilwoman Stueve were absent. Citizen’s attending were: Robert Fairchild, Jeannie Wortman, Linda Coddington, Milinda Coddington, Rich Gochenour, Eugene Shaefer, Phyllis Henrich, Mary Jo Buckley, Clint Sargent, Olivia Southerland, Madalyn Larson, Evelyn Marshall, David Smith, Maura Smith, Nathan Hornbacher, Kimberly Hornbacher, DeAnn Kruempel, Izabelle Foland, RJ Balsano, Dakoda Tish, Kalyn Kolls, Jacob Musfeldt, Lee Lange, Marilyn Keizer, Jerry Keizer, Garth Brown, Adam Bellis, Loree Hankins, Christi Gochenour, Melba Struble, Hope Hankins, and Katie Moyer. The Pledge of Allegiance was recited. Motion to approve Agenda for May 16, 2023, made by Taylor, second by Tuttle. Motion passes. After questions about Consent Agenda a motion to approve was made by Taylor, second by Tuttle. Motion passes. Police Chief Lee Lange received a Service Recognition Award for 25 years of service with the City of Missouri Valley. Citizens Inquiry: Jeannie Wortman discussed with Council the angle parking on 4th St, Music in the Park, Homestead Exemption, and Hardware Hanks ribbon cutting. Jerry Keizer thanked Council and the Street Department for the flags on Main St. Madalyn Larson presented Council with different swimsuit options lifeguards could wear at the pool. Project Updates: Motion to approve including Ontario Street (5th St to 6th St) in the current 2022 Street Project made by Taylor, second by Tuttle. Motion passes. Jake Zimmerer discussed different options for the foundation work and filter replacement at the MVAC. Zimmerer discussed the bids for the foundation work. Originally, Council approved Thrasher, but with Thrasher comes cost of additional excavation. Council could switch to BDB Waterproofing. Excavation and pipe work is included with BDB quote. Zimmerer presented 3 different options for the filter replacement: Option 1) Sand Filters, Option 2) AFM media, or Option 3) Defender Series Filter. Motion made by Taylor, second by Tuttle to accept Option 2) AFM media filter quote. Motion passes. Motion to accept quote from BDB Waterproofing for foundation work at the MVAC made by Taylor, second by Tuttle. Motion passes. Park Board Update: Mary Jo Buckley asked Council for Handicap and No Parking signs in front of the new sidewalk at the Park. The Park received another picnic table. Trees were donated to the Park. Discussion was held on the Memorial Bricks. People Service Update: Tish discussed with Council hydrant flushing and out of order hydrants. Tish is working with Zimmerer on exploring grant options. Will be starting on valve exercising. Motion to allow Goat Grazing on city properties made by Struble, second by Tuttle. Motion passes. Motion to Award Bob Erixon his bunker gear made by Taylor, second by Tuttle. Motion passes. Motion to allow the Mayor to sign the Mosquito Control of Iowa Contract in the amount of $8,655.00 made by Taylor, second by Tuttle. Motion passes. Motion to approve Resolution 23-14 awarding contract for Jetting and Televising City of Missouri Valley Sewer Lines to Hydro Plumbing made by Tuttle, second by Taylor. Motion passes. Motion to approve Invoice #6 from 500 E Eris St, LLC in the amount of $38,736.00 to be reimbursed by CDBG grant funds made by Taylor, second by Tuttle. Motion passes. Motion to adopt 3rd reading Amending the Code of Ordinances of the City of Missouri Valley Iowa, by repealing Chapter 147, pertaining to Building Numbering made by Tuttle, second by Taylor. Motion passes. Motion to adopt Ordinance 604 Amending the Code of Ordinances of the City of Missouri Valley Iowa, by repealing Chapter 147, pertaining to Building Numbering made by Tuttle, second by Taylor. Motion passes. Motion to adopt 1st reading of Ordinance 605 Amending the code of ordinances of the City of Missouri Valley, Iowa, by Amending Parking Regulations made by Tuttle, second by Taylor. Motion passes. Motion to allow the Missouri Valley Community School District to purchase a Family Pool Pass to include Staff in the Wrap Around Program made by Taylor, second by Tuttle. Motion passes. Motion to set Public Hearing for FY 22/23 Budget Amendment #1 for June 6, 2023, made by Taylor, second by Tuttle. Motion passes. Motion to accept the resignation of Beau Peschel from the Police Department effective May 28, 2023, made by Tuttle, second by Struble. Ayes: Struble and Tuttle. Naye: Taylor. Motion passes 2-1. Motion to sponsor $250.00 to the Harrison County Fair made by Struble, second by Taylor. Motion passes. Motion to lease 330 N Lane to Long Lines for $500.00 a month made by Struble, second by Taylor. Motion passes. Motion to fill Vacant Council Seat with Marilyn Keizer made by Taylor, second by Struble. Motion passes. Councilman Taylor congratulated Marilyn Keizer on becoming part of the Council. He also congratulated Chief Lange on his years of service. No city administrator comments. Motion to adjourn at 6:55 p.m. made by Taylor, second by Tuttle. Motion passes.
