CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, MAY 2, 2023 6:00 P.M. Mayor Pro-Tem Struble presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Stueve, Taylor, and Tuttle. Mayor Kelly was absent. Citizen’s attending were: Nikki Dooley, Forest Dooley, Linda Coddington, Jeannie Wortman, Evelyn Marshall, Dakoda Tish, Nate Hornbacker, Mary Jo Buckley, Loree Hankins, Hope Hankins, Rich Gochenour, Christi Gochenour, Bob Erixon, Theresa Erixon, and Garth Brown. The Pledge of Allegiance was recited. Motion to approve Agenda for May 2, 2023, made by Tuttle, second by Stueve. Motion passes. Motion to approve the Consent Agenda made by Taylor, second by Stueve. Motion passes. Citizens Inquiry: Evelyn Marshall addressed the Council about her concerns with the Fire Department and EMS Department. Garth Brown addressed the Council about letting his goats graze on City Property. The Council decided to put him on the next Agenda. Project Updates: Motion to authorize Mayor to sign contracts made by Tuttle, second by Taylor. Motion passes. Motion to sign Change Order #1 (Linn Street) made by Tuttle, second by Stueve. Motion passes. Discussion was held on what street to use the remaining money on. Struble suggested Ontario St. from 6th St going West. Zimmerer is going to investigate this. Zimmerer told Council that the pipe for the Water Main Project is in. Bluffs Paving will start soon. Zimmerer and the City Attorney are finalizing everything to submit the Well Project information. Zimmerer explained to Council about a new CDBG matching grant. He questioned Council about recommendations about future projects. Zimmerer talked about a grant that Katie and himself are working on. It is for the pool. Work will be starting this fall. They are putting something together to present at the next Council meeting. Chamber Update: Jeannie Wortman talked about all the happenings going on in town. The career fair held in April, 52 membership Chamber business participating in Mother’s Day drawing, hospital auxiliary luncheon, garden club plant sale, scholarship presentation, farmers market, Hank’s Hardware Grand Opening, Washington County Bank, Mo Valley Rally meetings, planters and trash receptacles have arrived, and Music in the Park. Library Update: Bruce presented the Council with all the Library events. Open house and Craft Fair on June 10th. Fire Department Update: Bob Erixon addressed Council on retiring on May 20th. Bob has provided Missouri Valley with 38 years of dedication and willingness to help the community. He will remain a State Instructor and Training Specialist. Chief Dooley questioned Council about awarding Bob Erixon his bunker gear at his retirement from the Fire Department. There were no objections from Council. 41 EMS calls and 12 Fire calls for a total of 53 calls for April. Hired a new EMT and is working on familiarizing herself with the town and equipment. Motion to approve Invoice #5 from 500 E Erie St. LLC in the amount of $21,341.00 to be reimbursed by CDBG grant funds made by Taylor, second by Stueve. Motion passes. Motion to approve Second Reading of Ordinance 604 Amending the Code Ordinances of the City of Missouri Valley, Iowa, by Repealing Chapter 147, pertaining to building numbering made by Stueve, second by Tuttle. Motion passes. Motion to approve Resolution 23-09 Setting Wage of Seasonal Employees made by Taylor, second by Tuttle. Motion passes. Motion to hire Steve Crosgrove as Seasonal Groundskeeper made by Stueve, second by Taylor. Motion passes. Motion to approve Resolution 23-12 Setting Wage for Seasonal Groundskeeper made by Stueve, second by Taylor. Motion passes. Motion to approve Resolution 23-13 Setting Wage for B. Peschel made by Taylor, second by Tuttle. Motion passes. Motion to enter into closed session per IA Code 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation made by Taylor, second by Stueve. Motion passes. -Roll Call Tuttle, Stueve, and Taylor – Ayes Motion to approve 5 paid days off in lieu of a pay raise to Loree Hankins made by Stueve, second by Taylor. Motion passes. Stueve complimented how nice the Flags look downtown. City Administrator Colglazier told Council that the Army Corp of Engineers finished their study feasibility report, they will send copy for City to review. Next meeting is May 19th, questioned Council if they had any questions they would like addressed. FEMA announcing HMA grant, could be possibility for Levy Project. Katie completed grant writing class and has started working on a grant for the pool. Mosquito Control contract and publishing pre-notification in paper.
