CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, MAY 3, 2022 Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council members present: Ford, Stueve, Struble, Taylor, Tuttle. Also Present: Jeannie Wortman, Jeff Frey, Caleb Wohlers, Rashelle Wohlers, Guy Tomcykowski, Rich Gochenour, Mary Jo Buckley, Sally Salter, Garth Brown, John Harrison The Pledge of Allegiance was recited. Mayor Kelly asked if there were any Council comments or additions. Ford and Stueve requested and will be 20a and 20 b. Motion by Struble, seconded by Taylor to approve the agenda for May 3, 2022. Motion carried unanimously. Motion by Struble, seconded by Stueve to approve the following items on the consent agenda: a) Minutes from April 19, 2022 City Council Meeting b) Claims list c) Safety Committee Minutes d) Liquor License for Harrison County Fair. Motion carried unanimously. Scott Ford stated that Council made a terrible decision hiring the new City Clerk/Administrator. He is not happy with the new hire and will make sure the current Council is not re-elected. Jeff Frey gave the Olmsted and Perry update. The Interstate Watermain project public hearing and bid opening will be on May 17, 2022. Zimmerer provided Flaherty to with updated numbers for the proposed 2022 Street Projects. The new cost is $860,789. Flaherty proposes using the following funds: ARPA $391,002.50, LOST $270,888.74, Franchise Fees $168,000, 2018 Street Projects $7,323.95, and 5th St Water $23,573.81. Council would like to move forward with the design phase. The roof replacement public hearing and big opening will be on May 17, 2022. Frey stated that they looked at the Willow Park Parking lot. No tube is needed. Council would like Frey to stake out the proposed parking lot and they will discuss it at the next Council meeting. Library Director Kocher reviewed past and upcoming programs. Fire Chief Wohlers stated they have been busy due to the dry weather and fires. The Department has a list of prescribed burns that need completed. The Logan Fire Department received ARPA funds on behalf of the Harrison County Fire Departments. They will be working on recruitment throughout the county. The burn ban has been lifted for Harrison County. Jeannie Wortman, Chamber Director, went over past and current promotions and events including their Mother’s Day promotion, Mogart Fishing Grand Opening, Good Beans Grand Opening, Chamber Job Fair, Music in the Park, and several new businesses opening within the Community. Motion by Tuttle, seconded by Stueve to approve the low bid to CJ Futures in the amount of $540.00 for 6 tons of river rock in the Dog Park. Roll Call: Ayes: Tuttle, Stueve, Struble, Taylor Nays: Ford. Motion carried on a 4-1 vote. Buckley stated she contacted companies for port-a-pot rental at Summit Park. The cost is $120.00 per month for a regular port-a-pot and $200.00 for a handicapped port-a-pot. The port-a-pots are serviced weekly. Motion by Taylor, seconded by Stueve to proceed with the port-a-pot rental. Roll Call: Ayes: Taylor, Stueve Nays: Ford, Stueve, Tuttle. Motion failed on a 2-3 vote. Buckley inquired if the pool is scheduled to open on time and Flaherty stated yes. Motion by Stueve, seconded by Tuttle to Approve the Summer Reading Program End of Program Celebration Pool Party and waiver of fees on 07/16/2022 from 10 a.m. to 12 p.m. Motion carried unanimously. Motion by Struble, seconded by Ford to Ratify Contract with the Missouri Valley Police Protective League Collective Bargaining Unit. Motion carried unanimously. Motion by Stueve, seconded by Taylor to Hire Jeremy Butrick as City Clerk/Administrator with 3 Week’s Vacation. Roll Call: Ayes: Stueve, Taylor, Struble, Tuttle Nays: Ford. Motion carried on a 4-1 vote. Resolution #22-25 was introduced Setting Wage-City Clerk/Administrator. Motion by Stueve, seconded by Struble. Roll Call: Ayes: Stueve, Struble, Tuttle, Taylor Nays: Ford. Motion carried on a 4-1 vote. Resolution #22-26 was introduced Approving the Transfer of Funds from Various Account to Debt Service. Motion by Stueve, seconded by Struble. Roll Call: Ayes: Stueve, Struble, Taylor, Tuttle. Motion carried on a 4-1 vote. An Ordinance was introduced Amending the Code of Ordinances of the City of Missouri Valley, Iowa, by Amending the Provisions Pertaining to Parking Regulations, Angle Parking, Addition of Portions of South Fourth and South Sixth Street. Motion by Tuttle, seconded by Taylor to waive the 2nd and 3rd readings. Roll Call: Ayes: Tuttle, Taylor Nays: Struble, Ford, Stueve. Motion failed on a 2-3 vote. Motion by Tuttle to adopt the 1st reading. Motion failed due to a lack of a second. Discussion was held on the Angled Parking Ordinance. Stueve and Struble do not want to see angled parking on South 6th Street but both agree that angled parking is needed on South 4th Street. Tuttle would like the angled parking to be on the west side of the Street. Flaherty will make the changes to the ordinance for the next Council meeting. Ordinance #596 Amending the Code of Ordinances of the City of Missouri Valley, Iowa, by Amending the Provisions Pertaining to Parking Regulations, Angle Parking. Motion by Stueve, seconded by Tuttle to adopt 3rd reading. Roll Call: Ayes: Stueve, Tuttle, Struble, Taylor Nays: Ford. Motion carried on a 4-1 vote. Motion by Stueve, seconded by Tuttle to adopt Ordinance #596. Roll Call: Ayes: Stueve, Tuttle, Struble, Taylor Nays: Ford. Motion carried on a 4-1 vote. Discussion was held on the Deputy Clerk hiring. Stueve and Kelly would like to be included on the interview committee. Flaherty will contact them with proposed dates and times. Discussion was held on updating the employee handbook. Council would like to keep the current residency requirements and update the following: hours of work to include breaks, permanent records, uniforms, health insurance stipend, first aid, retirement insurance, and take out any outdated language. Ford was disappointed coming into the Council meeting. He knew this meeting would affect him going forward. Believes the hiring has set Missouri Valley back and there is a lot to learn in the position. It will take a long time for the new hire to get up to speed and he wishes the new hire good luck. Stueve inquired if the Parks Department is working on the pool. Flaherty stated the poll was drained and power washed last week. Flaherty stated the pool should be open on time. Flaherty stated Wayne Kester received his CDBG grant in the amount of $500,000. Council informally approved the purchase of three mag meters for the water treatment plant. This did not include the installation. The installation is $5,820. Council would like to move forward with the installation and have the formal approval on the next Council agenda. Flaherty also thanked the Mayor, Council, for everything she has learned and what they have accomplished during her employment with the City. She stated Missouri Valley is a wonderful community and complimented her co-workers. Kelly thanked Flaherty for everything she has done throughout her employment. Harrison County Landfill stated that cat litter is being disposed of in the recycling bins and if it is not stopped, they will discontinue the program.
