CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, SEPTEMBER 6, 2022 Mayor Kelly presided over the meeting and called it to order at 6:00 p.m with the following Council Members present: Stueve, Ford, Tuttle, Taylor, and Struble. Citizens attending included Linda Cooddington, Mihlinda Coddington, Jeannie Wortman, Kay Hinkle, John Harrison, Marilyn Keizer, Turri Colglazier, Terry Frazier, Trista McLauglin, Melba Struble, Rich Gochenour, Caleb Wohlers, Katie Preston, Kory Preston, and Clint Sergent. The Pledge of Allegiance was recited. Council Member Taylor had an addition to add; 17A. Motion to approve September 6, 2022 agenda. Approved by Struble and second by Stueve. Motion carries unanimously. After questions about the claims list: Blair Ace Hardware, Eagle Engineering, Galls, Argotsinger, Woodhouse and Municipal Supply. Motion to approve consent agenda by Struble, second by Taylor. Motion Carries unanimously. Citizen’s inquiry: Evan White thanked the Council for letting him do his Eagle Scout project at Willow Park dog Park. The shade structure is fully completed. He invited them to the dedication ceremony on September 17, 2022. Terry Frazier asked Council to continue to dig at the old city dump on top of 4th st. He stated that he digs for the history of Missouri Valley and donates what he finds. He fills all the holes he makes. Council suggest he signs a waiver saying he can continue to dig and the city will not be held liable. Frazier agreed to come to City Hall and sign. Chamber update: Jeanie Wortman provided information on upcoming Chamber events including the street dance and the Mo Valley Rally. Project Updates with Jake Zimmerer. USDA Water System Improvements Construction on the Highway 30 Water Main replacement continues. Work is approximately 50% complete. Council discussed and approved Application for Payment #2 from Bluffs Paving & Utility in the amount of $180,537.70. Work on other USDA projects continues. 2022 Street Projects Survey is complete. Design will continue through the fall. Work has been shifted to the 1st and Michigan Repairs. Roof Repairs Repairs continue at the water plant. Council previously approved additional work to replace the decking and insulation around the skylights. 1st and Michigan Repairs Survey of the affected areas has been completed. Design will commence immediately. Discussion was had concerning getting the main access through town completed ahead of the rest of the damaged areas. Council instructed Eagle to move forward with proposals to get the intersection of 1st and Michigan repaired as soon as possible. Library updates with Bruce Kocher. The library in has to send report to the state and Council. Explained the statistics of the library. Discussion and possible motion to amend City Code 105.10 regarding waste storage containers. Harrison stated that there have been complaints about the amount of trash and dumpsters. Stueve wants to add that big dumpsters be moved to ally ways in residential areas. Ordinance needs to be amended. Motion failed. Discussion and possible motion to add Code of Ordinances of the City of Missouri Valley, Iowa by adding the adoption of Chapter 159 regarding vacant building registration 1st reading. Ordinance would allow the city the capability to better address building that become vacant. Motion by Taylor, second by Stueve. Motion carries unanimously. Motion to approve Resolution setting cash in lieu of insurance for Richard Gochenour for $250.00 per month with taxes taken out. Motion by Taylor, second by Struble. Motion carried unanimously. Discussion on vacant lot at 323 W. Erie Missouri Valley, IA. Stueve suggested selling it. Tuttle suggested getting sealed bids with a reserve including a timeline. Council wants to investigate a price to sell it. Council will come back and decide what to do when they have more information. Discussion on Cemetery Vandalism. Lots of broken and moved tombstones. Ford stated that the Park Department was taught how to fix and put up the stones. Council wants to start to close and lock the gates again at the cemetery. Discussion and possible to motion of wages to offer City Administrator and Deputy Clerk positions. Meyer stated that they made a conditional offer to Turri Colglazier for $62,000.00. Motion by Stueve, second by Struble. Aye-Tuttle and Taylor, Nay -Ford. Motion Carries. Meyer stated they would like to offer the Deputy Clerk position wage starting at $21.63. Motion by Taylor, second by Stueve. Aye – Tuttle Nay- Struble and Ford. 3-2 Motion carries to offer. 17A Taylor wants to have a flag burning ceremony on October 22 with the boy scouts. Kelly stated in the past they have done the ceremony in the city park by the Vets memorial. Taylor wants to hold it in the vacant lot by Rand Center because its bigger and they want to attract more of a crowd. Taylor stated the American Legion is purchasing a flag box for flags to be turned in. Would like to keep it at City Hall. Taylor also stated he wants all the Head of Departments for the City to start going to council meeting. Ford stated that they would have to pay them for a 2- hour minimum. He wants Council to think about it. No administrator comments. Mayor Kelly stated the staffed EMT department is doing a great job. Stueve thanked them for painting the curbs at the fire hall. Kelly says its nice to see them doing stuff to better the fire hall and having the doors open for the public to see. Motion by Struble, second by Stueve to adjourn. Motion passed unanimously.
