CITY OF MISSOURI VALLEY CITY COUNCIL MEETING TELECONFERENCE TUESDAY, OCTOBER 20, 2020 Due to the COVID-19 pandemic, the City of Missouri Valley offered the meeting via teleconference. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council members present via telephone: Pfouts, Stueve, Struble, and Dooley, Sr. Absent: Ford The Pledge of Allegiance was recited. There were no Council comments or additions. Motion by Pfouts, seconded by Stueve to approve the agenda for the October 20, 2020 meeting. Motion carried unanimously. Ford arrived at 6:02 p.m. Motion by Pfouts, seconded by Struble to approve the following items on the consent agenda: a) Minutes from October 6, 2020 City Council Meeting b) Claims list c) City Administrator’s Financial Report d) Liquor Licenses for Moes Mart #7. Motion carried unanimously. There were no inquiries from citizens. Jim Olmsted gave an update on current projects. The 3rd Street Booster Station is almost complete. The contractor is waiting on two back ordered items. Olmsted is working on the design for the Willow Park area. There was a ByPass/Levee meeting on Monday. There are a lot of undecided issues. The DOT would like the City to review the transfer of jurisdiction. Flaherty stated she is waiting to hear on the funding options so Council can move forward with planning on street projects. Jeannie Wortman with the Chamber received proposals for the Holiday Lighting project. The low bid was for $14,688.00 per block. The Chamber would like to complete 3 blocks and the Chamber paying for 50% or $22,500.00. Council would like the Chamber to make sure the businesses want to proceed with the project and see if the business would donate towards the project. Council stated this is an unbudgeted project and due to the cost, would like to budget in the next Fiscal Year. Titus Frazier presented his Eagle Scout Project to Council. He would like to use 40 poles belonging to the City and put flags on the poles at the cemetery over Memorial Day weekend. Titus plans on doing the project for the 4 years he is in Eagle Scouts with the help of his family and fellow troops. He asked Council for a place to store the materials and for the Mayor to sign off on the project. Council was in favor of the project and the Mayor to sign off on the project. Holly Mackie with Senior Life Solutions out of Blair, NE state they offer an Emotional Support Group for people ages 65 and older. They are located in the hospital in Blair and are looking for referrals. The Continuation of the Vicious Animal Appeal Hearing was held. Motion by Struble, seconded by Ford to rescind the order. Motion carried unanimously. Jeremy Morton spoke against rescinding the order and stated the dog was moved back home before the order was rescinded. Motion by Pfouts, seconded by Ford to allow Fire Chief Wohlers to give approval for property owners to burn vegetation. Motion carried unanimously. Ordinance #560 was introduced Amending the Code of Ordinance of the City of Missouri Valley, Iowa, 1997, by Amending Flood Plain Regulations. Motion by Pfouts, seconded by Stueve to waive the 3rd reading. Motion carried unanimously. Motion by Pfouts, seconded by Stueve to adopt Ordinance #560. Motion carried unanimously. Ordinance #561 was introduced Granting to Midamerican Energy Company, its successors and Assigns, the Right and Non-Exclusive Franchise to Acquire, Construction, Erect, Maintain and Operate in the City of Missouri Valley, Iowa, an Electric System and Communications Facilities and to Furnish and Sell Electric Energy to the City and its Inhabitants and Authorizing the City to Collect Franchise Fees for a Period of 25 years. Motion by Pfouts, seconded by Stueve to waive the 3rd reading. Motion carried unanimously. Motion by Pfouts, seconded by Stueve to adopt Ordinance #561. Motion carried unanimously. Ordinance #562 was introduced Granting to Midamerican Energy Company, its successors and Assigns, the Right and Non-Exclusive Franchise to Acquire, Construction, Erect, Maintain and Operate in the City of Missouri Valley, Iowa, an Natural Gas System and to Furnish and Sell Natural Gas to the City and its Inhabitants and Authorizing the City to Collect Franchise Fees for a Period of 25 years. Motion by Pfouts, seconded by Stueve to waive the 3rd reading. Motion carried unanimously. Motion by Pfouts, seconded by Stueve to adopt Ordinance #562. Motion carried unanimously. Motion by Ford, seconded by Dooley to approve the Quote from Electric Pump in the amount of $25,037.00 for a new level sensor and Control Upgrades for the Lift Stations. Motion carried unanimously. Resolution #20-34 was introduced Resolution Setting Wage-Interim Police Chief-Lange. Motion by Pfouts, seconded by Ford. Motion carried unanimously. Flaherty stated Valley View Homeowners Association contacted the City about possible hooking up to City water and annexing. They would like to meet with the City and the City Engineer to look at different options. The trees that were to be planted at the old Harrison Street baseball field will be kept at a board members shop. The board member owns a landscaping business and would like to monitor the trees over the winter and plant them in the Spring. Stueve stated that she was against passing rescinding the order to allow the vicious animal back into City limits. Kelly state the motion passed 4-1 with Stueve voting no. There were no Mayor Comments. Motion by Stueve, seconded by Pfouts to adjourn at 6:43 p.m. Motion carried unanimously.
