CITY OF MISSOURI VALLEY CITY COUNCIL WORKSHOP MISSOURI VALLEY PUBLIC LIBRARY TELECONFERENCE TUESDAY, OCTOBER 27, 2020 Due to the COVID-19 pandemic, the City of Missouri Valley offered the meeting via teleconference for the public. Mayor Pro-Tem Struble presided over the meeting and called it to order at 6:00 p.m. with the following Council members present: Ford, Struble, and Stueve via phone. Absent: Dooley, Sr. and Pfouts. Also Present: Jim Olmsted The Pledge of Allegiance was recited. Stueve would like to see the Christmas decorations at the pool improve. She would like Council to receive donations and purchase additional lights. Struble would like to have the Parks Department do an inventory. Motion by Ford, seconded by Stueve to approve the agenda for the October 27, 2020 workshop. Flaherty and Olmsted met with the IDOT and Army Corps and received an update on the Highway 30 By-Pass. The Railroad would like to close the Canal Street crossing. They believe the proposed closure structure is to close to the intersections. Olmsted and Flaherty would like to meet with the railroad about the possibility of making the private crossing on Kirlin, a public crossing. John McCurdy with SWIPCO will send the City’s Comprehensive Plan to the DOT to show them the City’s plans for development in the area. The DOT is offering the City and County a percentage for the transfer of jurisdiction. Flaherty stated the DOT funding for the project is due at the completion of the project and the Army Corps share would be due during the project. Discussion was held on the Interstate Water Main Replacement Project. Council would like to move forward with this project. Ford would like the discussion on the street projects to be on the next agenda. There were no City Administrator comments. Struble stated there are some properties that need looked at. He will get Flaherty the addresses. He inquired about the grant for lights at the Caboose. Flaherty stated the grant was denied.
