CITY OF MISSOURI VALLEY SPECIAL CITY COUNCIL MEETING MISSOURI VALLEY PUBLIC LIBRARY TELECONFERENCE TUESDAY, MARCH 23, 2021 Due to the COVID-19 pandemic, the City of Missouri Valley offered the meeting via teleconference for the public. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council members present: Dooley, Sr., Ford, Stueve, Struble, and Pfouts via telephone. The Pledge of Allegiance was recited. Kelly asked if there were any Council comments or additions. Struble and Stueve requested and will be 10a and 10b. Motion by Struble, seconded by Ford to approve the agenda for the March 23, 2021 meeting. Motion carried unanimously. There were no inquiries from citizens. Motion by Stueve, seconded by Ford to approve the quote from Display Sales for Holiday Lights in the amount of $5,931.00. Motion carried unanimously. Motion by Struble, seconded by Ford to approve the hiring of John Harrison as Part-time Building Inspector. Motion carried unanimously. Resolution 21-11 was introduced Setting Wage-Part-time Building Inspector. Motion by Struble, seconded by Stueve. Motion carried unanimously. Discussion was held on the Property, Liability, and Workers Compensation quotes. Flaherty went over the additional benefits that each company offers. Dooley stated the difference between the middle bid and high bid were approximately $12,000 and IAMU would waive the Risk Assessment fees if the City chooses EMC. Council would like to keep the insurance local as the local agent knows our town and issues. Kelly urged Council to look at the facts and policies and not the company names. Motion by Struble, seconded by Ford to approve the Property, Liability, and Workers Compensation Insurance with the Hoffman Agency. Roll Call: Ayes: Struble, Ford, Stueve Nays: Dooley, Pfouts. Motion carried on a 3-2 vote. Struble stated he has been contacted about reopening City Hall. He would like to find out about the curb shut offs in the Willow Park area and if they are included in the project. Stueve would like to see posts and chains installed at the old Harrison Street Baseball field. There have been cars driving on the property and tearing up the grass. There were no City Administrator comments. Kelly would like to work with Ford on a proposed UTV ordinance. Motion by Ford, seconded by Struble to enter closed session at 6:25 p.m. per IA Code 21.5(1)(j) to discuss the sale of real estate. Motion carried unanimously. Motion by Stueve, seconded by Struble to return to open session at 6:32 p.m. Motion by Struble, seconded by Stueve to accept the sale and have Flaherty contact the City Attorney to start the process.
