City of Modale City Council Meeting Minutes April 30, 2023 A special meeting of the Modale City Council was held on April 30, 2023. Mayor Pro Tem Kathy Dugdale called the meeting to order at 7:02 p.m. Councilmembers present were Blair Adams, Terigene Tiffey, and Amber Larsen (via Zoom). Mayor Cox and Councilmember Offenbacker were excused. There were no visitors present Staff present were Shauna Gerke and Linda Windschitl (via Zoom) Offenbacker said via email the Agenda reported the meeting day was Wednesday, April 30th, not Sunday, April 30th. Adams made a motion, seconded by Tiffey, to approve the consent agenda. Motion passed 3-0-1 with Dugdale abstaining The AFR (Annual Financial Report) was reviewed. Adams, Tiffey, and Larson acknowledged the information, Dugdale abstained. There were no citizen inquiries. The Clerkbooks contract was reviewed and discussed. Tiffey made a motion to move forward with signing the contract and procuring the software. Larsen seconded the motion. Motion passed 4-0-0 Mayor Pro Tem Dugdale opened the public hearing regarding the Proposed 2023-2024 Budget at 7:21 p.m. The budget was discussed. With no citizen input a motion for Resolution 23-08 adopting the proposed budget as presented was made by Larsen and seconded by Dugdale. Motion passed on a 4-0-0 vote. The public hearing was closed at 7:29 p.m. Items to add to the next Agenda: sesquicentennial preparation and Kappes building permit issue Adams made a motion to adjourn. Tiffey seconded the motion; motion carried with a 4-0-0 vote.
