CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, April 3rd, 2023 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, Karen Breyfogle, Jim Rains, and Terry Coyle. Staff present: Alyx Hirst, Steve Hinkel and Christine Hussing. Public present: none. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by J. Rains. Motion carried 5-0. d. Approval of Minutes Motion to approve the March 13th meeting minutes by K. Breyfogle and seconded by T. Coyle. Motion carried 5-0. e. Approval of Claims as Presented J. Glennie made a motion to approve all claims as presented. Motion was seconded M. Seago. Motion carried 5-0. 2. Public Comments Councilman Terry Coyle reported that he used F&F Tree and Landscaping Service from Omaha to take down a large cottonwood tree he had. He wanted to acknowledge how satisfied he was with their services in case the city ever needed these services in the future. 3. Community Center/Facility Report None 4. Library Report Christine reported that everything was going well at the library and that the library board has found a new member. Jessica Hopkins will take over for Wanda Hogue as library treasurer. 5. Fire Department Report None 6. Old Business None 7. New Business a. Thiele Geotch Proposal for Material Testing Services (Water Plant Project) K. Breyfogle made a motion to approve the proposal from Thiele Geotech in the amount of $9,340 for material testing services for our water plant project. This motion was seconded by J. Rains. Motion passed unanimously. b. South Clark St./Maple Intersection Street Repair Council discussed the damages to the street and questioned if part of the roadway is state highway. The council asked Clerk Hirst to reach out to Iowa DOT to discuss possible repairs. c. Tornado Siren Discussion regarding moving the tornado siren to the new water plant location to be run off the generator that will be moved as well or if the siren should stay at its current location and a new generator could be purchased to run it. Council asked Steve to investigate possible options and cost. d. Sam’s Club Account Clerk Hirst asked the council to consider opening a Sam’s Club Account to purchase supplies. K. Breyfogle motioned to open a Sam’s Club Account for the City of Mondamin with Alyx and Steve listed on the account. The motion was seconded by M. Seago. Motion carried 5-0. e. Set Date for Spring Clean Up Discussion was held. Council set city wide clean-up date for May 21st from 2-4 p.m. Dumpster will be located at the library. NO EARLY DROP OFF. Tires and small appliances must be approved by Clerk Hirst prior to My 21st. f. Budget Work Session Clerk Hirst worked on the budget with the council. g. Change Public Hearing Date for FY23/24 Budget Public hearing on the FY23/24 budget will be moved from April 17th to April 24th at the same time, 7p.m. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst reported on routine duties. 10. Public Works Report Steve reported on numerous repairs that were made. 11. Commissioner Reports None 12. Other Business None 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by T. Coyle. Motion carried 5-0.
