CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, March 13, 2023 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:01 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, Karen Breyfogle, Jim Rains, and Terry Coyle. Staff present: Alyx Hirst. Staff Absent: Steve Hinkel. Public present: Maggie Rains and Phillip Davis. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by T. Coyle. Motion carried 5-0. d. Approval of Minutes Motion to approve the January 23rd meeting minutes by K. Breyfogle and seconded by J. Glennie. Motion carried 5-0. Motion to approve the February 6th meeting minutes by J. Glennie and seconded by J. Rains. Motion carried 5-0. e. Ahlers & Cooney Invoice (Water Plant Bond Counsel Fees & Expenses) K. Breyfogle made a motion to approve Ahlers & Cooney claim in the amount of $16,400.00 for water revenue capital loan note services related to the new water treatment plant. The motion was seconded by J. Rains. Motion carried 5-0. f. Ahlers & Cooney Invoice (Water Plant Bond Counsel Fees & Expenses) J. Glennie made a motion to approve Ahlers & Cooney claim in the amount of $6,216.93 for bond counsel contract proceedings related to the new water treatment plant. The motion was seconded by K. Breyfogle. Motion carried 5-0. g. Approval of Claims as Presented K. Breyfogle made a motion to approve all other claims as presented. Motion was seconded J. Glennie. Motion carried 5-0. 2. Public Comments None 3. Community Center/Facility Report The community center manager sent her report to the council. 4. Library Report The librarian emailed her report to the council. 5. Fire Department Report None 6. Old Business None 7. New Business a. Alert Iowa System with Philip Davis Philip Davis from Harrison County Emergency Management was present to discuss the new Alert Iowa Emergency Mass Notification System. This will soon replace the current Everbridge Mass Notification System that the County currently uses. Philip stated that even if you signed up for Everbridge, it is necessary to sign up again. While Everbridge is still currently in use, it will be discontinued by Jan 2024. Philip encourages you to sign up sooner, rather than later. Mondamin has 40% of our population signed up on Everbridge, which is outstanding! Signing up for Alert Iowa is easy and can be done through the county's web portal, by sending a text, or by downloading the Smart911 app. Text HARRISONIA to 672-83. b. Set Public Hearing for FY 23/24 Budget Date for budget work session/special meeting will be March 27th at 6p.m. The council will hold another special meeting on April 17th at 7 p.m. for the public hearing on FY23/24 Budget. c. Resolution #2023-08: Approval of Harrison County Law Enforcement Contract FY2023/2024 K. Breyfogle motioned to approve Resolution 2023-08 and was seconded by T. Coyle. Roll call. All ayes. Motion passed unanimously. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst stated that she had nothing major to report and that she had been mainly working on regular duties. 10. Public Works Report Due to personal reasons, Steve was not present for the meeting. 11. Commissioner Reports None 12. Other Business Council asked Clerk Hirst to add the water assistance program to the agenda next month. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by J. Rains. Motion carried 5-0.
