CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, November 7, 2022 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, Jim Rains, Karen Breyfogle and Terry Coyle. Staff present: Alyx Hirst and Steve Hinkel. Public present: Susan Tallon, Maggie Rains, and Guy Graff. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by T. Coyle. Motion carried 5-0. d. Approval of Minutes K. Breyfogle made a motion to approve October 3rd regular meeting minutes. Seconded by M. Seago. Motion carried 5-0. M. Seago made a motion to approve October 13th special meeting minutes and it was seconded by J. Glennie. Motion carried 5-0. e. Approval of Claims as Presented T. Coyle made a motion to approve all claims as presented. Motion was seconded by J. Glennie. Motion carried 5-0. 2. Public Comments Maggie Rains stated that there will be a holiday lights celebration on November 27th at 5pm in the Mondamin City Park with hot chocolate and cookies. Councilwoman M. Seago thanked Maggie and other volunteers for all of their hard work in planning the celebration for everyone to enjoy. 3. Community Center/Facility Report Guy Graff reported that the new tv and sound system was installed, and the on-demand water heaters will be up and running in the bathrooms next month. He also stated that the community center board was busy planning the annual Christmas party that will be held on December 18th. 4. Library Report None 5. Fire Department Report None 6. Old Business None 7. New Business a. Mondamin Community Center Christmas Party Guy stated that the community center board is soliciting donations for the annual Christmas party. Guy asked the council for approval to spend around $700. He also asked for food and desert donations for the party from anyone that’s willing. Clerk Hirst stated that due to the Heritage Day Bake Sale from this past summer, the Christmas party fund has $1575.11. Guy stated that he wasn’t aware of the total fund balance so he would withdraw the request for $700. K. Breyfogle motioned for Guy and the community center board to spend the funds at their discretion. Motion was seconded by M. Seago. Motion carried 5-0. b. Christmas lighting contest Judging will be on the evening of December 16. Winners will be announced at the annual Christmas party. K. Breyfogle motioned to award the following prizes: 1st place - $100, 2nd place - $75, 3rd place - $50, and 4th place - $25. The motion was then seconded by M. Seago. Motion carried 5-0. c. Librarian wage increase for Christine Hussing Clerk Hirst stated that she had emailed president of the library board, Susan Tallon, regarding the increase in pay. Susan stated that it was to match current librarian wages in our area. Susan also reported that the library would have enough supplies for the year so they should still be within budget. J. Rains motioned to increase pay from $11.00 to $12.50 per hour for Christine. Motion was seconded by K. Breyfogle. Motion carried 5-0. M. Seago motioned for Christine to receive back pay starting from the new fiscal year which would be July 1, 2022. The motion was seconded by K. Breyfogle. Motion carried 5-0. d. Avenue of Flags donation to West Harrison National Honor Society Maggie Rains, Avenue of Flags committee member, requested a check from the Avenue of Flags fund in the amount of $2,000 to present at the Veteran’s Day program on November 11th at 2pm. K. Breyfogle motioned to approve M. Rains request. Seconded by T. Coyle. Motion carried 5-0. e. Renewable Lease to Roger and Carol Spooner for road access to sewer lagoon Dwight (Roger Spooner) requested that the lease fee be increased from $700 to $1000. The last increase was in 10/2014. K. Breyfogle motioned to approve increase and it was seconded byJ. Glennie. Motion carried 5-0. f. King’s Court bid for back windows Table g. Platinum Chemicals invoice Clerk Hirst and Steve Hinkel discussed a possible scam regarding disinfectant wipes that were sent in the mail to city hall. Council stated not to pay invoice and contact Iowa Attorney General, Tom Miller. h. ICAP GRANT Clerk Hirst stated that she would like to apply for a surge protector for the breaker box at the library due to all the electronic shortages they have had. Alyx reported that she is waiting to hear back from the ICAP Grant Committee to see if that could be an approved item. i. Building Permit: 307 Chestnut Table j. Nuisance Complaints Discussion on numerous dog complaints. Clerk Hirst will be sending letters out and contacting the sheriff’s department. k. Brush trees at sewer lagoon Tabled until we receive a bill. 8. Mayor’s Report Mayor Howrey wanted to thank the community for coming together during the Allen Creek Fire. Mayor Howrey also reported that the Harrison County Humane Society trapped 43 cats in Mondamin. 9. Clerk’s Report Alyx stated that she submitted the Mondamin Annual Financial Report on time to the Iowa Department of Management. Alyx also stated that she submitted another grant for $150,000 to help with costs associated with the new water plant. Lastly, Clerk Hirst reported working on many projects and hoping to get them completed soon and is getting ready for a workman’s comp visit later this month. 10. Public Works Report Steve stated that People’s Service did not submit a water sample to the IDNR on time during a 9/30/2022 quarterly report, and there will be a public notice requirement that will need to be submitted once we get the paperwork from them. Steve reported that Thrasher Foundation Repair is working at King’s Court installing gutters and downspouts. 11. Commissioner Reports None 12. Other Business None 13.
