CITY OF MONDAMIN SPECIAL CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, April 24, 2023 7:00 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Mary Seago, Karen Breyfogle, John Glennie, Terry Coyle, and Jim Rains. Staff present: Alyx Hirst. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by T. Coyle. Motion carried 5-0. 2. Public Comments None 3. Old Business None 4. New Business a. Public Hearing for FY 2023-24 Budget K. Breyfogle motioned to open the public hearing at 7:00 p.m. The motion was seconded by J. Rains. Motion carried 5-0. No public comments were made. No written comments were received. Motion by K. Breyfogle to close the public hearing at 7:19 p.m. Motion seconded by M. Seago. Motion carried 5-0. b. Resolution #2023-09: Approval of 2023-24 City Budget J. Rains motioned to approve Resolution #2023-09. The motion was seconded by J. Glennie. Roll call. All ayes. Motion carried 5-0. c. Building Permit: 207 S Vine K. Breyfogle motioned to approve the building permit at 207 S. Vine St. for a lean-to on the north side of the back garage. This permit was re-submitted due to the 12-month expiration on construction. The motion was seconded by J. Glennie. Roll call. All ayes. Motion carried 5-0. d. Building Permit: 101 S. Clark K. Breyfogle motioned to approve the building permit at 101 S. Clark St. to replace a 12x24 structure on the south side to a 16x24 bathroom and kitchen addition. The motion was seconded by T. Coyle. Roll call. All ayes. Motion carried 5-0. e. In accordance with Chapter 21.5 of the Code of Iowa, the council will go into closed session. Motion to open closed session at 7:21 p.m. by K. Breyfogle and seconded by M. Seago. Motion carried 5-0. Motion to end the closed session at 7:32 p.m. by K. Breyfogle and seconded by J. Rains. Motion carried 5-0. 5. Other Business Karen stated that all new stoves were installed in the King’s Court apartments. 6. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by M. Seago. Motion carried 5-0.
