CITY OF MONDAMIN SPECIAL CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, July 8, 2024 6:00 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 6:03 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Jim Rains, Karen Breyfogle, Mary Seago, and Chad Wilson. John Glennie arrived at 6:07 p.m. Staff present: Alyx Hirst. Public present: None. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by M. Seago. Motion carried 4-0. 2. Public Comments None 3. Old Business a. Propane Prepay John Glennie compared prices of propane from different companies. Heartland Coop was able to price match. K. Breyfogle motioned to prepay at least 5,000 gallons of propane from Heartland Coop based on average usage from each account at $1.36 per gallon. The motion was seconded by M. Seago. Motion carried 4-0. 4. New Business a. Public Hearing on the proposed Mondamin Code of Ordinances 2024 K. Breyfogle motioned to open the public hearing at 6:06 p.m. The motion was seconded by J. Rains. Motion carried 4-0. Clerk Hirst discussed the changes made to the peddler permit, utv traffic code, and utility rates. No public comments were made. No written comments were received. Motion by K. Breyfogle to close the public hearing at 6:27 p.m. Motion seconded by M. Seago. Motion carried 5-0. a. Ordinance 2024-01: First Reading of the Mondamin Code of Ordinances 2024 A motion by J. Glennie to approve the First Reading of the Mondamin Code of Ordinances 2024. The motion was seconded by J. Rains. Motion passed unanimously. b. IT in a Box (Microsoft from VC3) for additional city laptop Table until Clerk Hirst can gather more information. c. Sidewalk at 407 Maple St. Discussion on the elevation of the sidewalk and the concern on where water sits. Residents can not use the sidewalk due to the water pooling. K. Breyfogle made a motion to have Armodus look at it and find a solution. The motion was seconded by M. Seago. Motion carried 5-0. d. DNR Forestry Report: Removal of trees marked as critical concern Clerk Hirst discussed the four (4) trees that were of critical concern marked by the DNR Community Forestry Technician during the evaluation. M. Seago motioned to collect bids for the four (4) trees by the August 5th council meeting. The motion was seconded by K. Breyfogle. Motion carried 5-0. 5. Other Business None 6. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by M. Seago. Motion carried 5-0.
