Street Light Installation Request – would be too costly so an alternative solar powered light will be priced. * KBH Investments – Complaint on Landlord Accounts: City Hall received a letter about this complaint, but no action will be taken at this time. * Loess Hills Country Corner – Tabacco License: 1st N Madsen 2nd K Wilson Yes – 5-0 * Ordinance Question – L McWilliams: Some residents have complained about controversial signs being placed in yards. C Fichter and the council agreed that if “the signs” are not violating any ordinances then they’re considered 1st Amendment Freedom of Speech Rights under the Constitution of the United States. * B Castillo – Harrison County EMA: Discussed her role as the new EMA, gave handouts for the Council Members to review and gave us current Information Flyers to post at the local businesses. * Account Clean-up & Tax Levees: C Fichter recommended that T Noah run the Utility Reconciliation Report that will list all the outstanding accounts so they can then determine which accounts are collectable or non-collectable and start taking action, The Council agreed to take action on all past due accounts. * Shop Repairs: T Noah reported that he reached out to the County Board of Supervisors and requested they give Pisgah a promissory guarantee for the old station that is scheduled to be demolished. This will ensure the city can begin repairing the steel building on the lot next door that will be used for storage. * Staffing Issues: T Noah reiterated to the council that his offer to do Administration, Grant Writing and keep his Water / Sewer Licenses still stands with the condition he is given an assistant. The Help Wanted Add with basic job description & requirements was placed in the Mo Valley Times in June and additional advertising will be posted. H Nejedly agreed to continue to do the tasks she has been trained in but will not have regular office hours. Clerk Report: H Nejedly will continue working under the new agreement. * Maintenance, Water and Sewer Report: T Noah – Reported; DNR Inspection went well. The new Pump House Panel is in the process of being installed. Workman’s Comp. Insurance Audit will be next week. Fichter’s will be taking on more of the clerical work. T Noah suggested not replacing the vandalized middle garage bay door but rather turning it into the service window that has been discussed and the Council agreed. Fire Department: T Noah – Reported the Fire Dept. is doing well. The next Fundraiser will be scheduled for late fall.
