City of Pisgah City Hall – Council Meeting Minutes July 20, 2023 – 6:00 P.M. Call to Order: Mayor Woodward @ 6:06 p.m. Pledge of Allegiance: 6:06 p.m. Roll Call: S Baumfalk, M Carson, L McWilliams, K Wilson (N Madsen Absent) & Mayor Woodward - City Employees; T Noah, H Nejedly Approval of Agenda: 1st L McWilliams 2nd K Wilson Yes – 4-0 Approval of Minutes and Bills: 1st K Wilson 2nd S Baumfalk Yes – 4-0 Approval of Financial Report: 1st K Wilson 2nd L McWilliams Yes – 4-0 Visitors: C Fichter, R Noah, M Noah Mayor and/or Commission Reports: Nikki – Parks & Sewer / Streets, Mike – Lights, Ronny – Water & Landfill, Scott – EMA Public In-Put: None Old Business: - Garbage Ordinance – Public Hearing 2nd Reading – Mayor Woodward opened meeting @ 6:12 p.m. and made a motion to waive the 2nd and 3rd reading. 1st M Carson 2nd S Baumfalk – roll call vote; S Baumfalk, M Carson, L McWilliams and K Wilson – passed hearing closed @ 6:18 p.m. New Business: * Country Corner – Liquor License Renewal – 1st L McWilliams 2nd K Wilson Yes – 4-0 * R Jenson Complaint – Damaged Corn – City Attorney C Fichter will send R Jenson and S Jenson a letter regarding planting crops on City property, therefore the City is not at fault for any damages. * Wednesday July 12, 2023 – Storm Damage & Repair – T Noah’s phone and body camera were damaged during storm cleanup. Motion to replace his personal phone and purchase a work phone – 1st K Wilson 2nd S Baumfalk Yes – 4-0 * S Taggart – 307 Property – To avoid complaints he notified the City that he plans to pour three pads with hook ups for short term visitors on his commercial property. * Discussion & Resolution Year End Transfers – C Fichter presented the Council with his recommendations for year-end. Resolution #7202023 – 1st K Wilson 2nd S Baumfalk – roll call vote; S Baumfalk, M Carson, L McWilliams and K Wilson – resolution accepted. Clerk Report: H Nejedly – Relayed to the Council her discomfort when interacting with certain residents that come into City Hall and go behind the desk area and display disrespectful and or aggressive behavior. Discussion was had about possibly installing a partition between the lobby area and office desk space. Maintenance, Water and Sewer Report: T Noah – Reported that after the Storm the power line was ripped out of the City Park bathhouse, so he contacted A&M Electric to start the repair process. Dangerous hanging tree limbs still need to be removed and T Noah suggested hiring local for this. Bids are being received for the water station rebuild. Snyder will be doing the preliminary in the next two weeks and Grant money is available to replace outdated water lines throughout the city. Fire Department: T Noah – County Fair is this weekend, and the department will attend and be on standby for emergencies. Appreciation was extended to the Volunteer Fire Department for escorting a recent funeral procession. Other Business – Council Open Discussion: T Noah expressed his frustration and weariness of being repeatedly harassed, threatened, and abused by certain residents. C Fichter will talk to Attorney J Mum about the seriousness of these unacceptable behaviors by some in our community and he will send warning letters to the worst offenders.
