Final Public Notice for Potential Impacts to Floodplains City of Missouri Valley, IA – Water System Improvements The City of Missouri Valley, IA intends to seek financial assistance from USDA, Rural Utilities Service (RUS) for costs of constructing improvements to its municipal water system. The proposed project consists of drilling a new well and constructing piping improvements within the corporate city limits that is in a floodplain. RUS has assessed the environmental impacts of this proposal and determined the location of new well will convert or effect a floodplain or critical action floodplain. The new well will be designed and constructed to be protected from 100- and 500-year flood hazards. The piping improvements will be buried and will have no adverse impact to the floodplain. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the Agency is notifying the interested public of this land conversion. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is a significant need for the proposal. The basis of this determination is the City of Missouri Valley is in need of a replacement municipal well, it is not cost effective to construct the well in a location outside the floodplain, and the small amount of land conversation will have a minimal impact to the floodplain.
