HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES April 12, 2023 The HCLC regular meeting was called to order at 6:30 p.m., April 12, 2023 by Chairman Sherm Struble. Roll call showed Representatives: Weigelt, Breyfogle, Rife. Members Ortiz and Anderson joined via telephone and Solid Waste Mgr. Hinkel Item #2) Consent of agenda. Motion was made by Breyfogle and seconded by Ortiz to approve the agenda. 6 ayes. Item #3) Review of the Meeting Minutes, from 3/12/23. Motion was made by Rife and seconded by Breyfogle to approve 3/12/23 meeting minutes. 6 ayes Item #4) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Breyfogle and seconded by Weigelt to approve the budget and claims. 6 ayes Item #5) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel informed the board that he is looking to fill a landfill operator position. Ads have been placed in the Missouri Valley paper and on social media. Hinkel informed the board he had been invited to join the Logan Kiwanis group. Hinkel handed out a copy of the HCLC’s bylaws pertaining to windy days. It has been in the HCLC bylaws since the inception of the landfill for the ability to close the landfill on days when the wind is blowing in excess of 30 mph. This policy has not been enforced often in the past, but due to the location of the tipping face being a the peak of the landfill without any protection from the wind, this policy will need to be enacted until the tipping face can move to a more protected area. Item #6) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #7) EMS report – Hinkel updated that an annual internal audit was performed on the HCLC EMS and an annual external audit set up by the DNR is scheduled for April 25. These audits are standard and part of the annual review process to ensure continuous improvement. Item #8) Install new officers on bank accounts – Breyfogle made a motion to formally remove Tony Smith from HCLC bank accounts and add Brian Rife in his place. Tony is no longer on the landfill commission board. Ortiz seconded 5 ayes. Rife abstained Motion to adjourn at 7:03 p.m. by Breyfogle and seconded by Rife. 6 ayes.
