Harrison County Supervisors Meeting April 13, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Motion to approve the tentative agenda was made by Smith, second by Rife. Motion carried. Motion to approve the previous minutes was made by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, David Weigelt, Paul J. Rhoten, Rebecca Wilkerson, Brett James, Steve Struble Election Equipment Mark Fredericks with Henry M. Adkins, gave a demonstration of the new election equipment being proposed by Auditor Bonham. Current equipment is 10 years old. The new equipment is similar to current equipment with updated features. Voters would still be voting on paper ballots that are inserted into a scanner or voters could use the ADA compliant ballot marking device that prints out the voter’s selection onto a ballot that is also inserted into the scanner. Questions/answers about the equipment took place. Crane Inter-County Drainage District The Board of Supervisors met as trustees of the Crane Inter-County Drainage District. The Board reviewed the petition filed on April 11, 2023 by Brent Miller requesting permission to install irrigation bridges across the Crane ditch in the NE quarter of Section 28, Sherman Township in Monona County, Iowa. Motion by Smith, second by Rife to approve the petition as presented. Motion carried. Engineer County Engineer Steven Struble met with the Board and gave updates on the following projects: Jefferson #1 Bridge over Boyer River on Parker Trail – Pictures of the work were shown. Contractor poured the east pier stem last week and formed the east pier cap. They will pour the pier cap tomorrow and have moved across the river to begin constructing the cofferdam for the west pier. Taylor #12 Bridge on F50 over Allen Creek – Final construction documentation has finally been received. FM Asphalt Resurfacing on Toledo Avenue South of Dunlap for 4.2 Miles: A preconstruction conference has been set for April 25th. OttaSeal Asphalt Surfacing on Panora Avenue – Willow Creek, 6.4 Miles to Monona County Line – Contract signing is still in progress. The blades have been out working on the dirt roads getting them in shape for farm traffic. The trucks have been hauling rock out of the stockpiles this week. FY24 Secondary Roads Budget Engineer Struble reviewed the FY24 Secondary Roads budget and Five-year Construction Program for Fy24-28 with the Board. Motion to approve by Smith, second by Rife. Motion carried. Oppose Statewide Local Option Tax Engineer Struble reviewed the resolution to oppose the Local Option Sales Tax proposed legislation that other counties have been approving. The Harrison County Board of Supervisors would like to express their support of the current Local Option Sales Tax. The current law best represents the interest of voters and further the reduction of property taxes, which is a common goal of the County and the Iowa Legislature. The Board of Supervisors unanimously supports the Iowa Water and Land Legacy (IWILL) trust fund; however, SF 550 as currently written, would not only strip the County of control over Local Options Sales Tax revenues, but would effectively disregard the will of the voters. Motion to approve by Rife, second by Smith. Motion carried. Comments Member Rife said that the Landfill will be shutting down service when winds are over 30 mph as stated in the Bylaws. Member Rife asked about brush control on East Soldier drainage district. Brush control is on a three-year rotation. Weigelt, Kathleen Granger, Deb Nelsen, Rebecca Wilkerson, Renee Hack, Mike Hack, Craig W. Kelley, Linda Adair, Craig Adair, Kim Reisz, David Reisz, Chad Grosse-Rhode, Kori Grosse-Rhode Safety Meeting A safety meeting was held with the following county employees: John Straight, Tony Smith, Brian Rife, Susan Bonham, Shelia Phillips, Scott Nelson, Emily Allmon, Brandon Doiel, Philip Davis, and Smith-Davis representatives Mark Warner and Jeff Brehmer. The importance of ergonomics was reviewed with a handout. Discussion took place regarding chairs, keyboard wrist rests and mice, and to encourage employees to take breaks and stretch throughout the day. Best practices for protecting the County from cybercrime were discussed. Regular cybersecurity assessments, employee training and incident response planning are critical. The removal of the courthouse defibrillators was due to the out of date parts and the liability of having non-working units without employee training. Rife would like to have units available in the courthouse with the proper training. Topics for the next meeting may include heat stroke and fire safety. Next meeting is scheduled for Thursday, July 20th. Budget Questions, Election Equipment, Comp Board Budget, election equipment, and comp board questions were heard from Rebecca Wilkerson, Renee King, and Deborah Nelson. Discussion followed. Liquor License The renewal liquor license for Willow Creek Banquet Hall was approved on a motion by Smith, second by Rife. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,981.94 was approved on a motion by Rife, second by Smith. Motion carried. Zoning Public Hearings Chairman Straight opened the zoning public hearings as advertised. Zoning Administrator Matt Pitt reviewed the following zoning requests: 1. A rezoning request of 2.74 acres from A-1 Agricultural to R-1 Rural Residential on property located in the east part of the NE SW of Section 19-79-43. Requestor: Charles Olsen Estate 2. A rezoning request of 6.7 acres from R-1 Rural Residential to A-1 Agricultural on property located in Parcel A part Lot 2 and two acres of part Lot 2 all in NW NW of Section 35-79-43. Requestor: Jeff Allen No comments were heard or received on the Charles Olsen Trust (estate). Several comments against the Jeff Allen request for rezoning were heard from the public and from the Planning & Zoning Commission members. Motion to close the zoning public hearings was made by Smith, second by Rife. Motion carried. Rife made the motion to approve the Charles Olsen Trust (estate) request for rezoning, second by Smith. Motion carried. Rife made the motion to accept the Planning & Zoning’s recommendation to deny the Jeff Allen rezoning request, second by Smith. Motion carried. Public Comments Public comments on board minutes, salaries, and hand counting election ballots were heard from Kathleen Granger, Steve Smith, Nick Loftus. Claims Claims, as presented to the Board, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
