Harrison County Supervisors Meeting April 21, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Becky Loftus, Nick Loftus, Ron Duncan, Brian Dunn, Rebecca Wilkerson, David Weigelt, Stephanie Blackford, Kathleen Granger, Attorney Jennifer V. Mumm. GIS GIS Coordinator Jeremy Butrick met with the Board to update them on his activities and updated job description. Mr. Butrick also submitted his resignation effective May 5, 2022. Liquor License The Board approved the liquor license renewal pending the submittal of the dram shop and Sunday Sales for Heffernan’s Gold Slipper on a motion by Smith, second by Straight. Unanimous approval. Native Wine Permit The Board approved the renewal of the native wine permit for Sawmill Hollow on a motion by Straight, second by Smith. Unanimous approval. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,530.58 was approved on a motion by Smith, second by Straight. Unanimous approval. Adams Stokes Drainage District The Board approved allowing Secondary Roads to use spoil (from Adams Stokes Drainage Ditch) to improve the adjacent road 231st St on a motion by Smith, second by Straight. Unanimous approval. Public Comments The Board heard several comments about the duties of the auditor, IT coordinator, wages, and questions about attorney expenses. Claims Claims, as presented, were stamped for approval. Closed Session On a motion by Smith, second by Straight, the Board went into closed session 21.5(1)c – to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Roll call vote: Smith – aye, Straight – aye, Utman – nay. Motion carried. Time: 10:36 a.m. Motion to come out of closed session was made by Straight, second by Smith. Roll call vote: Smith – aye, Straight – aye, Utman – aye. Unanimous approval. Time: 11:23 a.m. With business of the day completed, the Board adjourned on a motion by Smith, second by Straight. Attendance: Auditor Susan Bonham, Pete Franks, Paul J. Rhoten, Jeremy Butrick, Deborah Nelsen, Steven Struble, and Scott Nelson Bank Reconciliation Treasurer Deputy Nancy Cox presented the March bank reconciliations to the Board for review. Tax Abatements Two tax abatements were presented to the Board for consideration: (1) 301 1st St in Pisgah in the amount of $648.82; and (2) 106 S 1st St in Dunlap in the amount of $184. Motion to approve by Smith, second by Straight. Unanimous approval. Courthouse Window Project Pete Franks, Frank’s Design Group, met with the Board to discuss the window and door replacement at the Courthouse. Drawings were presented. Mr. Frank asked if he and a window representative could remove a window to look at the area surrounding it more closely. The Board agreed. Engineer County Engineer Steven Struble updated the Board on the following projects: Taylor #12 Bridge Replacement on F-50 over Allen Creek – The bridge is complete and the bridge crew has moved out. The earthwork subcontractor has made good progress on the ditches and entrance pipes into Allen Creek. Holly Brown Construction plans to be ready to begin removal of the existing pavement next week. Dust control has been re-applied this week to the 5 locations along the 280th Street detour route. Boyer River Bridge, Jefferson #1 on Parker Trail & 231st Street – County has acquired the necessary right of way from the Sieck and Find property to improve the intersection at the west end of 231st. Dan Pruett has been contracted to assist the county forces with his scrapers and other equipment that we would have to rent. Allen #3 Bridge on Laredo Avenue – County crew began building the bridge approaches on Tuesday using the Hallett gravel to backfill around the dead-man anchor rods and dead-man piling. Street and Alley Vacation in the town of Calhoun – Engineer Struble has given a packet including a quit claim deed to the current owner in the continuing effort to resolve the proposed street and alley vacation in Calhoun. Failed Timber Cattle Crossing under F-58/Goodenough Road east of 3541 296th Street – County crew did a great job of lining and grouting the failed timber cattle crossing under F-58 on Thursday and Friday. Bridge Deck Patching and Abutment Repair – Contractor began work on the three-division bridge and abutment repair project this week. A detour is in place for the abutment work on the F58 bridge over the Boyer River. F66 and Mounds Trail will be used to get F58 traffic across the Boyer River. The road was closed yesterday and the concrete has been placed to complete the repair. The Board approved a utility permit application from Harrison County REC to put in a burial line from 2936 325th to 2954 325th Street. Motion to approve by Smith, second by Straight. Unanimous approval. GIS Position The Board wants to advertise for the position. Other county GIS job descriptions will be gathered and given to the Board for review for possible inclusion in the new GIS job description. With business of the day completed, the Board adjourned on a motion by Smith, second by Straight. Unanimous approval.
