Harrison County Supervisors Meeting April 27, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Previous minutes were approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Steve Smith, David Weigelt, Rebecca Wilkerson, Deb Nelsen, Steve Struble, Stephanie Blackford, Don Blackford B & W Brush Control The Board met as trustees, all members present, for various drainage districts in Harrison County to discuss brush control. Also present were Elizabeth Lenz, Drainage Clerk and Nate Reffer, B & W Control Specialists. Mr. Reffer presented the Board with a quote for tree and brush control. Prices quoted are the total maximum for each ditch billed on a time and materials basis not to exceed the amount quoted. The following are the ditches and quotes for this year’s rotation: Coe Sub $1,500.00 Euclid $3,500.00 Fitzgibbon $2,000.00 Grimes $2,500.00 Harrison/Crawford $2,000.00 Orson Highway $1,000.00 Old Soldier $10,500.00 Soldier Valley $16,500.00 Burcham $8,500.00 Pratt $3,500.00 The Board also asked Mr. Reffer to review the ditches that have not been sprayed due to COVID causing the rotation of ditches to be changed. Mr. Reffer will review the ditches that have not been sprayed and report back to which ones need to be sprayed yet this year. On a motion by Smith, second by Rife, the 2023 brush control schedule was unanimously approved as presented. Budget Questions, Election Machines, and Public Comment Rebecca Wilkerson asked several questions regarding the proposed FY24 budget. Questions included the following departments/projects: election machines, conservation, economic development, ARPA, windows, County Attorney, VA, and secondary roads. Ms Wilkerson thanked the Board for allowing public comments. Engineer County Engineer Steven Struble met with the Board. Project updates include: Jefferson #1 Bridge Over Boyer River on Parker Trail – Contractor finished driving the pier piles, poured the west pier footing and poured the west pier stem and are removing the west coffer dam. Taylor #12 Bridge on F-50 over Allen Creek – Contractor has not signed the final construction contract. Working on a change order for the per linear foot price for the removal of two corrugated metal culverts. FM Asphalt Resurfacing on Toledo Avenue South of Dunlap for 4.2 Miles – Engineer Struble has moved the preconstruction conference with Western Engineering back a week to May 2nd. Staff has been in contact with Mid American Energy to move the power pole at the intersection of L-34 and F-66 in Beebeetown so the County can improve the intersection with a larger paved radii and install new intersection lighting. FY24 Budget Chairman Straight opened the public hearing for the Fy24 budget as advertised. Comments from the public were heard. Motion to close the public hearing was made by Smith, second by Rife. Motion carried. Motion to approve the budget as published was made by Smith, second by Rife. Motion carried. Elected Officials’ Salary Discussion about the compensation board’s recommendation took place. Member Smith said he had spoken with the State Auditor’s office about the recommendation for the Auditor to receive extra pay for Assessor duties and felt that it would need to be taken to the Assessor’s conference board for approval. Legal advice will be sought with the County Attorney. Smith made the motion to decrease the compensation board’s recommendations by 50% for all elected officials except the Board of Supervisors, which will be at a ZERO percentage for fiscal year 2024, second by Rife. Motion carried. Public Comments Public comments about elections and hand counting were heard from Steve Smith. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
