Harrison County Supervisors Meeting August 18, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. Motion to approve the tentative agenda was made by Straight, second by Smith. Motion carried. Motion to approve the previous minutes was made by Smith, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Paul J Rhoten, Jerry Keizer, Lawrence Faylor Public Health Administrator David Sherer introduced himself as the new Public Health Administrator for Harrison County. The Board welcomed Mr. Sherer and look forward to working with him in the future. Little Sioux/River Sioux Sewer Report The annual Little Sioux/River Sioux sewer report was presented to the Board by Auditor Susan Bonham. Motion to approve by Straight, second by Smith. Motion carried. Opioid Abatement Fund The Board approved the creation of a new fund for the revenue received from the opioid settlement. New fund will be listed as Opioid Abatement Fund with a fund number of 00300. Motion to approve by Straight, second by Smith. Motion carried. Tax Abatement Change Last week, the Board approved a tax abatement for property listed as 310 E Palmer. The correct address of the property is 408 N Main in Modale. Motion to change the address of the abatement was made by Straight, second by Smith. Motion carried. Irwin Avenue Reclassification Chairman Utman opened the public hearing for the reclassification of a portion of Irwin Avenue from Level B to Level C. Engineer Steven Struble reviewed the request and portion of Irwin Avenue described as: Beginning at a point on the centerline of Irwin Avenue being approximately 1,133 feet south of the centerline of State Highway #127 (south of the driveway to 2166 Irwin Avenue), and running thence southerly along the centerline of Irwin Avenue approximately 1,282 feet and terminating at the end of existing Irwin Avenue; all being located in the NW ¼ SE ¼, SE ¼ SW ¼ and the NE ¼ SW ¼ of Section 35-80-44. No comments in opposition were heard or received. Motion to close the public hearing was made by Smith, second by Straight. Motion carried. Motion to approve the reclassification of the above-described portion of Irwin Avenue from Level B to Level C was made by Smith, second by Straight. Motion carried. Engineer County Engineer Steven Struble updated the Board on the following projects: Melody Oaks OttaSeal Surfacing Project – A project update was sent to the residents including a list of HMA contractor’s contact info for private driveway surfacing. Midwest Coatings is planning to begin OttaSeal surfacing after Labor Day. HMA Patching Project on Seal Coats & L-34 – Ten Point Construction is contracted to repair failed surface and base on the following seal coat roads – F-66 west of Beebeetown, F-20 north & east of Little Sioux, Laredo Avenue south of Easton Trail, 194th St near Irvine Place, L-34 at Harrison Grove Creek bridge. Jefferson #1, Boyer River Bridge on Parker Trail – 231st Street is being appreciated by travelers and is reported to be in good condition. Cass #12 Bridge on Taylor Avenue – Utility locates will be done in a week or two. County crew will begin this project to rebuild the abutments of this bridge. Washington #10 Bridge on 305th Street Level B Road East of Yale Ave – County crew completed installing sheet piling on the bridge. Adams Trail Road Ditch Robert Glace called in to request the down tree debris be cleaned up in the road ditch. Engineer Struble said that all the debris is in the county’s right of way and they are not causing a problem for the property owner, the county, IDOT or the drainage ditch. The debris may be burned if the weather, wind, and timing are right. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Straight. Motion carried.
