Harrison County Supervisors Meeting August 4, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Smith, second by Straight. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J Rhoten ARPA Agreement Loess Hills Environmental requested a clarification on their ARPA agreement with the County. The Board made the following clarification on a motion by Straight, second by Smith. Unanimous approval. • Funding for individuals who work or go to school in Harrison County but live outside of the County – request to change was denied. • Exceeding “up to 50” participants with existing funds – was approved. Treasurer Treasurer Shelia Phillips presented June bank reconciliation to the Board for review. Drainage Abstement Treasurer Phillips presented the following yearly drainage assessment to be abated: • US Post Office in Pisgah & Missouri Valley – Receipts 00703/04231 in the amount of $28.38 • Logan & Frazier Cemetery – Receipts 02016/00133/07202 in the amount of $26.10 • Little Sioux Intercounty – Receipts 04679-04680 in the amount of $83.53 • Upper Soldier #1 – Receipt 08061 in the amount of $13.50 Motion to approve the abatement was made by Smith, second by Straight. Unanimous approval. Meal Reimbursement Policy The Board asked Auditor Bonham to research policies in other counties. ARPA Transfer The Board approved the transfer of $500,000 from the American Rescue Plan Act (ARPA) to the Conservation Center Development fund on a motion by Straight, second by Smith. Unanimous approval. Native Wine Permit A native wine permit for the Harrison County Conservation Welcome Center was approved on a motion by Smith, second by Straight. Unanimous approval. Modale Special Election Auditor Bonham presented the election results for the city of Modale. The election was for the city council member vacancy. Blair Adams was declared the winner with 25 votes. Kevin Ganzhorn received 10 votes, Christopher Skinner received 16 votes, and 1 scattering write-in vote. Motion to approve the results as presented was made by Straight, second by Smith. Unanimous approval. Public Hearing Date Irwin Ave The Board changed the public hearing date from August 4th to August 18th as the date for the reclassifying a portion of Irwin Avenue from Level B to Level C. Time will remain the same at 9:30 a.m. Motion to approve by Smith, second by Straight. Unanimous approval. SS4A Grant The Board approved to participate in the SS4A Federal Grant Application for transportation funds on a motion by Straight, second by Smith. Unanimous approval. Claims Claims, as presented, were stamped for payment. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Unanimous approval.
