Harrison County Supervisors Meeting June 2, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. Motion to approve the tentative agenda with the removal of agenda item special assessments was made by Smith, second by Straight. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife, Jerry Keizer, Joe Hurla, County Engineer Steven Struble LED Lighting Proposal Joe Hurla presented a proposal to upgrade the current light fixtures with LED at the Courthouse, Annex and Engineer’s buildings for a total cost of $35,721. Motion to approve by Smith, second by Straight. Unanimous approval. Liquor License The Board approved the five day outdoor service area liquor license for Twisted Tail on a motion by Smith, second by Straight. Unanimous approval. Tax Sale Assignments Motion to approve the tax sale assignment for 385 Forest Street in Magnolia by Straight, second by Smith. Unanimous approval. Motion to approve the tax sale assignment for Lots 1, 2, & 4 in Block 12 of Little Sioux by Smith, second by Straight. Unanimous approval. Rural Transit Agreement The Board approved the annual rural transit joint participation agreement on a motion by Straight, second by Smith. Unanimous approval. Handwritten Warrants On a motion by Smith, second by Straight to approve a handwritten warrant to Don Bernard in the amount of $5,000. Unanimous approval. On a motion by Straight, second by Smith to approve a handwritten warrant to 4 Seasons Trailer & Equipment Inc in the amount of $13,410. Unanimous approval. On a motion by Straight, second by Smith to approve a handwritten warrant to US Bank in the amount of $6,628.85. Unanimous approval. Engineer County Engineer Struble updated the Board on projects and activities of his department. Taylor #12 Bridge Replacement on F-50 over Allen Creek – Contractor has completed the grading for paving on the west side of the bridge. The east side should be completed by the end of this week. 231st Street Grading – Contractor has been building up the road grade this week. Bridge Deck Patching and Abutment Repair – Repairs on the Soldier River Bridge on K-45 are about half completed. The Board approved a utility permit from the city of Dunlap to install a new 6” PVC water main and fire hydrant SE quadrant of Dunlap on Ulin Avenue and 12th Street on a motion by Smith, second by Straight. Unanimous approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Straight. Unanimous approval. The tentative agenda was approved on a motion by Smith, second by Utman. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife, Anny Vander Werf, Conservation Director Scott Nelson, Kathleen Granger, Ron Bell and Christy Erwin. Congressman Feenstra Abby Vander Werf, Regional Director for Congressman Feenstra, introduced herself and gave a brief update on the willingness of the Congressman to help the County officials and any constituents on issues facing them. Bank Reconciliations Treasurer Shelia Phillips presented the bank reconciliations for the Board’s review. VPN Authorizations IT Coordinator Kris Pauley requested approval for VPN connections for Schneider, Megan Reffett (Auditor’s staff), Chelsea Powell (Treasurer’s staff) and Brandi Wendt (Treasurer’s office). Motion to approve by Smith, second by Utman. Motion carried. GIS Office Discussion took place regarding the computer being removed from the GIS office as EMA said it belonged to them since they paid for the computer back in 2021. The computer is needed in the courthouse for Schneider to be able to access the County’s records. EMA Director Davis said he would bring the computer back to the Courthouse but wants reimbursed for the computer and printer. Davis wanted to know who would print out needed maps for him. Auditor Bonham asked to see what kind of maps were needed. Discussion took place regarding finding a new GIS person. Even tho the County had an agreement with Schneider until the end of the year, the hiring process could start anytime. Medical Examiner EMA Director Davis discussed the situation of the boating accident the previous weekend and how the medical examiner did not come to the scene when the body was eventually found (June 2nd). (The medical examiner investigator was on the scene for most of the day on May 31st) Davis is working on a solution of getting other individuals trained to become medical examiner investigators on an on-call basis so that someone can go to the scene when needed. Engineer County Engineer Steven Struble met with the Board. Project updates included: Taylor #12 Bridge Replacement on F-50 over Allen Creek – Contractor has completed building the final grade. No start date is known for the paving contractor to start. 231st Street Grading – Contractor has accomplished at least 75% of the work on this project. Bridge Deck Patching and Abutment Repair -- Repairs on the Soldier River bridge on K-45 are about 60% completed. The contractor is jack hammering out the spalled and deteriorated concrete in the southbound lane. The patches they poured in the northbound lane are curing. 194th Street HMA Overlay, FM-CO43(91)—55-43 – Contractor began milling in butt joints at Highway #127, Easton Trail and the east and west approaches to the Willow Creek bridge yesterday. Hot mix wedges were placed at the east and west approaches to the Willow Creek bridge. Duane McDonald’s Washington #2 Bridge over Mosquito Creek on 280th Street – Staff met with Duane McDonald on Tuesday at his home and rode with him across the area where we propose to build a road along his property line from his home on 280th, approximately 6,000 feet east to meet up with 281st Street. Mr. McDonald suggested another route to the north starting a few hundred feet west of his buildings. The project will be discussed with his neighbors to the north and with Shelby County. 288th Street Temporary Closure The Board approved the temporary closure for 288th Street from Yale Avenue easterly to the Shelby County line, beginning on approximately June 7, 2022 and continuing until approximately June 16, 2022 on a motion by Smith, second by Utman. Motion carried. 194th Street Temporary Closure The Board approved the temporary closure for 194th Street from Hwy 127 north and east to Easton Trail beginning on June 9, 2022 and continuing until approximately July 5, 2022 on a motion by Smith, second by Utman. Motion carried. Resolution of Abandonment – Melody Oaks Trail A resolution of abandonment of excess road right of way on Melody Oaks Trail of approximately 0.11 acres was presented to the Board. The parcel is described as: A parcel of land located in Section 12, Township 79 North, Range 44 West of the 5th P.M., Harrison County, Iowa more particularly described as: Referring to a point on the west line of Melody Oaks Subdivision, thence N01°11’45” (assumed bearing) on said west line, 95.52 feet to the point of beginning. Thence continuing N01°11’46”W on said west line, 7.83 feet; thence N11°06’34E, 59.38 feet; thence N68°19’09”W, 47.52 feet; thence S09°32’02”W, 62.41 feet; thence S15°58’01”W, 22.88 feet; thence S27°06’49”W, 45.69 feet; thence northeasterly on a 167.00 foot radius curve to the left, an arc distance of 46.67 feet, the chord of said curve bears N63°27’23”E, 46.52 feet; thence N55°27’02”E, 34.87 feet to the point of beginning. Motion to approve by Smith, second by Utman. Motion carried. Member John Straight entered the meeting. Melody Oaks Otta Seal Project The Board received one bid on the Melody Oaks Otta Seal project. The Board accepted the bid from Midwest Coatings Company of Modale for $272,174.34 and authorize the Chair to sign the contract with Midwest Coatings for that amount. Motion was made by Smith, seconded by Straight. Unanimous approval. McNeill Inter-County Drainage District The Board met with Monona County as Trustees for the McNeill Inter-County Drainage District with all members present. At the meeting on May 31st, 2022 Gary Taylor was appointed as legal counsel to represent the district for the hearing process. Mr. Taylor is not available on that date. After confirming that Matt Minnihan was available, a motion was made by Phillips, second by Brouillette, to hire Matt Minnihan for legal counsel for the hearing process. Unanimous approval. LED Lighting Upgrade Conservation Director Scott Nelson asked if the Welcome Center could be included in the LED lighting upgrade. The Board said that they would approve it at a future meeting. Claims Claims, as presented, were stamped for approval. Comments Kathleen Granger complained about the minutes not being on the website. (Minutes are published in the newspaper as required by law.) Attendance: Auditor Susan Bonham, Deputy Auditor Kris Pauley, and Payroll Clerk Megan Reffett. Post-Election Audit Auditor Bonham informed the Board that the Post-Election Audit was completed last Friday. The Secretary of State’s office selected the absentee ballots for the audit. The hand-count matched the votes from election night. Administrative Recount Auditor Bonham asked the Board for an administrative recount of three precincts – Precinct 3 Dunlap, Precinct 6 Woodbine, and Precinct 8 Logan – due to a total of four ballots being counted twice when the ballots jammed into the ballot scanner. Motion to approve by Straight, second by Smith. Unanimous approval. Canvass Election Results The Board canvassed the election requests. The nominated individuals at the county level going thru to the General Election include: Democratic County Attorney - Jennifer V. Mumm Republican County Board of Supervisors- Brian Rife Republican County Board of Supervisors- Tony Smith Republican County Treasurer- Shelia K. Phillips Republican County Recorder- Felicia Geith Motion to accept the records as presented was made by Straight, second by Smith. Unanimous approval. (The Board is aware that they will amend the canvass after the administrative recount is conducted.) Salary List Deputy Auditor Pauley presented the annual salary list to the Board for FY23.
