Harrison County Supervisors Meeting May 18, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Tyler Hinkel Landfill Local Government Guarantee Tyler Hinkel, Landfill Manager, requested approval of the annual local government guarantee. Motion to approve by Rife, second by Smith. Motion carried. Little Sioux Inter-County Drainage District On unanimous approval, by a motion from Smith, second by Rife, a 65% assessment was set for the Little Sioux Inter-County Drainage District. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,574.44 was approved on a motion by Rife, second by Smith. Motion carried. Juvenile Court Services The three-year lease for office space in the Shelby County Courthouse Annex for juvenile court services was approved on a motion by Smith, second by Rife. Motion carried. Counties included in the lease are Harrison, Cass, Audubon and Shelby. Engineer Steven Struble, County Engineer, met with the Board and gave them project and activity updates. Jefferson #1 Bridge Over Boyer River on Parker Trail – Subcontractor is working at the site this week building the bridge approaches and replacing culverts in the levees. FM Asphalt Resurfacing on Toledo Avenue South of Dunlap for 4.2 Miles – County crews are finishing up plugging the old 6’x6’ concrete box culvert under a metal pipe culvert on Toledo Ave. Miracle Mudjacking pumped grout into the void under the pavement and culverts last week. Patching subcontractor has delayed the start date to May 22. Last weekend’s heavy rain was discussed. There were many areas where water went over the road leaving flood debris and many undermined smaller culverts. Several roads were closed and other roads had one lane closed. Crews were out inspecting the damage and setting up barricades where needed. The Board approved a utility permit application from Mid American Energy for underground construction in their right of way. They will replace an overhead line along Laredo north of 1918 Laredo and south of 1862 Laredo by boring underground. Claims Claims as presented, were stamped for approval. Comments The new law affecting homestead exemptions for those homeowners age 65 and over need to reapply for the homestead exemption in the Assessor’s office. The County Assessor shared a news release that was given to the newspapers. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
