Harrison County Supervisors Meeting May 25, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Deputy Auditor Megan Reffett, Paul J. Rhoten, Shelia Phillips, David Sherer, Deena Nelson Public Health David Sherer provided updates to the board on the new realignment of the Health and Human Services Department and the regionalization of Public Health. David discussed his concerns with this to the board. No action was taken. Little Sioux/River Sioux sewer budget The Little Sioux/River Sioux sewer budget was approved on a motion by Rife, second by Smith. Motion carried. Engineer Steven Struble, County Engineer, met with the Board and gave them project and activity updates. Jefferson #1 Bridge Over Boyer River on Parker Trail – Dixon Construction began placing the framework to construct the concrete deck. The subcontractor is working on building the bridge approaches and replacing culverts in the levees. FM Asphalt Resurfacing on Toledo Avenue South of Dunlap for 4.2 Miles – Patching subcontractor is planning to begin the asphalt surfacing June 2nd or 5th. Melody Oaks OttaSeal Resurfacing – Midwest coatings is planning to begin asphalt surfacing May 30th. The road crew has been working to keep the crown and alinement in top condition and to add strength to the base. Steven stated that minor comments and pointers from residents had been investigated and resolved. FY23 SR Construction Program Resolution Due to the May 13th flooding Engineer Struble asked the board to approve a resolution to add the Madrid Ave culvert and 194th St culvert replacement projects to the FY2023 Secondary Road Construction Program. Motion by Rife, second by Smith. Motion carried. Utility Permit Application Request for Windstream to relocate fiber and copper lines located by Morgan #3 bridge. Motion by Rife, second by Smith. Motion carried. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
