Harrison County Supervisors Meeting May 27, 2021 Chairman Tony Smith called the meeting to order with members Walter Utman and John Straight in attendance. The agenda was approved on a motion by Utman, second by Straight. Unanimous approval. Previous minutes were approved on a motion by Utman, second by Straight. Unanimous approval. Attendance: Deputy Auditor Kris Pauley, EMA Directors Larry Oliver and Philip Davis, Dani Briggs, Paul Kelley and County Attorney Jennifer Mumm. Hazard Mitigation Plan Dani Briggs from SWIPCO and Larry Oliver discussed the Harrison/Shelby Joint Multi-Jurisdictional Hazard Mitigation Plan. Motion to approve by Utman, second by Straight. Unanimous approval. 911 Tower Ownership County Attorney Jennifer Mumm discussed the tower ownership with the Board, Larry Oliver, and Philip Davis. It was agreed that County Attorney Mumm will follow up with Ahlers Law Firm to discuss titling of the property. Agreement for who is responsible for rocking the drive will be included in the documentation. Little Sioux/River Sioux Sewer FY22 Budget Deputy Auditor Pauley presented the FY22 budget to the Board for consideration. Monthly user rates will remain the same at $40 per month. Motion to approve by Straight, second by Utman. Unanimous approval. Business Property Tax Credit (BPTC) The Board approved the qualifying parcel units for a business property tax credit for taxes payable in 2021-22 on a motion by Utman, second by Straight. Unanimous approval. Treasurer Shelia Phillips advised the board that she had completed her classes and was now a Certified Treasurer. She has also published 527 delinquent tax parcels for a total amount of $298,864.53. Engineer County Engineer Steven Struble met with the Board. Auditor Susan Bonham joined the meeting. The following project updates were given: St John #1 Bridge Replacement on 280th Street over Willow Creek – Contractor has removed the old bridge and built the coffer dam for the east pier. Taylor #12 Bridge Replacement on F-50 over Allen Creek – Engineer Struble reviewed the check plans and determined the initial amount of right of way needed will be adequate for the project. Loomis/Ottawa Lane/Nixon Otta Seal – Contractor is planning to do these projects in August. David Christensen Bridge on Laredo Avenue NE of Pisgah over Stowe Creek – Engineer Struble requested Sundquist to submit final plans by next Thursday or the County will need to re-set the letting date. 220th Street Culvert at Parker Trail Intersection and the Alignment Changes from 220th to 231st – County crews completed placing rip rap on the streambed and the streambanks to stabilize the channel. They placed and compacted fill dirt to widen the roadway an additional 30’ or so on the inside of the curve and have added rock surfacing. Traffic can now use the widened roadway. Panora Avenue Grading – The crew finished rebuilding the intersection at 111th Street and Panora Avenue this week and completed driveways. The roadway and seeding are essentially completed from Page Avenue to the County line. Silt fence and ditch checks have been installed as far east as the Finken residence. Trucks have been hauling rock out of the sheds and from Schildberg quarry to various spots. Crews have been hauling rubble to the 220th Street multiplate project where other crews place it with the backhoe and dozer. A driveway culvert and ditch cleaning on 325th Street took place. Mowing is taking place in territories #1, #8, and #10, as well as on Austin Ave and F-50. FY22 Salary Resolution Engineer Struble presented the FY22 salary resolution for non-union road department employees. Motion to approve by Straight, second by Utman. Unanimous approval. Courthouse Roof Brian Nelson asked if McKinnis had given the County a materials/warranty listing. The County received it on Monday and gave it to Mr. Nelson for review. Mr. Nelson gave the Board an estimate for cornice work at the Courthouse. Chairman Smith directed Auditor Bonham to place it on next week’s agenda. With business of the day completed, the Board adjourned on a motion by Utman, second by Straight. Unanimous approval.
