Harrison County Supervisors Meeting November 18, 2021 Chairman Tony Smith called the meeting to order with members John Straight and Walter Utman in attendance. Motion to approve the tentative agenda was made by Straight, second by Utman. Unanimous approval. Motion to approve the previous minutes was made by Utman, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Treasurer Shelia Phillips, Engineer Steven Struble, Laura Soetmelk, Ron Duncan, Deena Nelson, Judy Dick, Deb Nelson, and Janet Hansen. Bank Reconciliation Treasurer Shelia Phillips presented the bank reconciliation to the Board for review. Handwritten Warrants Handwritten warrants to US Bank in the amount of $5,752.14 and UMB in the amount of $72,471.39 were approved on a motion by Utman, second by Straight. Unanimous approval. Redistricting Plan Auditor Bonham reviewed the State’s redistricting plan for Congressional Districts, State Senate Districts and State House Districts with the Board. The new plan has Harrison County in one legislative district instead of the current two districts. The proposed redistricting plan for Harrison County involves combining the Boyer & Lincoln Townships with the City of Woodbine and combining the Jefferson & LaGrange Townships with the City of Logan. These precincts were temporarily combined for the 2020 General Election and the 2021 City/School Election and received favorable response from the election workers as well as the voters. If approved, all voters will continue to vote at their current locations. The next step is to submit the plan to the State for review. After the review, public hearings will be set by the Board of Supervisors. The Board instructed Auditor Bonham to submit the proposed plan to the State. Melody Oaks Level C Road Deena Nelson met with the Board and County Engineer Steven Struble. Ms Nelson voiced concerns over the rock left on the Level C road, dust at the bottom of the hill, only having one exit, and not being able to use the Level C road. Much discussion followed. Chairman Smith suggested contacting the original petitioners for the Level C road to see if either wanted the road to go back to a Level B. Engineer County Engineer Steven Struble met with the Board and updated them on the following projects: David Christensen Bridge on Laredo Avenue NE of Pisgah over Stowe Creek – Contractor has moved in a crane, assemble it today, and then begin driving piling on Friday. Panora Avenue Grading 6.7 Miles – Contractor will be building the final stretches of field fence again this week. Centerline and Pavement Markings – Contractor is painting the RR crossings, stop lines, and will also paint L-20 south of RR underpass and paint 1st Street in Missouri Valley for the City with their smaller truck. Chairman Smith asked Engineer Struble to look at the trees in the ditch along Stone Avenue south of 220th Street. Member Straight asked if there were any updates on York Road. Not at this time. Zoning Public Hearings Chairman Smith opened the zoning public hearings as advertised. Zoning Administrator Matt Pitt reviewed the following requests: 1. A request from Roy Cooper Trust to rezone 2.7 acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the NW NW of Section 29-80-43. 2. A request from Ruth Schaben Trust to rezone 2 acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the NW NW of Section 11-81-41. 3. A request from Pritchard Land Co to rezone 4 acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the NW NE of Section 14-80-43. 4. A request from MMIS Real Estate to rezone 13 acres from A-1 Agricultural to B-1 Business on property described as part of the NW NW of Section 20-78-44. 5. A request from Robert Schmitz to rezone 7 acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the SE SW of Section 12-79-41. 6. A request from Patricia Blum to rezone 2 acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the E 1/2 NE of Section 2-79-41. No comments were received. Motion to close the public hearings was made by Straight, second by Utman. Unanimous approval. Motion to accept the rezoning requests as presented was made by Straight, second by Utman. Unanimous approval. ARPA Committee Recommendations Public Health Administrator Brad Brake presented the committee recommendations for funding thru the American Rescue Plan Act. The Committee recommended funding the following organizations: $28,720 – Logan Volunteer Fire & Rescue Assn for county-wide volunteer recruiting $350,000 – CHI Health for ambulance transport services $100,000 – Public Health Department for remodeling, technology infrastructure & software $18,995 – Harrison County Landfill for GPS capabilities for compaction measurements $35,658 – NAMI Southwest Iowa for a 5-year commitment to create long-term support groups and annual class offerings in the County. $308 – Harrison County Auditor for an air purifier. $17,972 – Harrison County Treasurer for glass wall enclosure for front counter and drivers license area. New door at drivers license counter. $94,000 – Harrison County Sheriff for upgrade of camera hardware and software $200,585.71 – Harrison County EMA for new dispatch tower and county-wide pagers The committee also had possible funding recommendations for the following organizations: $28,200 – City of Little Sioux for a generator at the water treatment plant. $29,000 – City of Mondamin for the upgrade to the water treatment plant. $600,000 -- Harrison County Courthouse for replacement of windows/doors. $79,383 – Loess Hills Environmental, LLC for community medical and infectious disease training. (committee recommended may not fully fund) The Board took no action. Public Comments: Public comments included ARPA applications, Melody Oaks road, Level C roads. Auditor Comments: None Supervisor Comments: None Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Straight, second by Utman. Unanimous approval.
