Harrison County Supervisors Meeting November 3, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. Motion to approve the tentative agenda was made by Smith, second by Straight. Motion carried. Motion to approve the previous minutes was made by Smith, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife Liquor License A liquor license and outdoor service area renewal for Wishing Hills Barn was presented to the Board. Motion to approve by Straight, second by Smith. Motion carried. Utman abstained from voting. Letter of Representation The Board approved the letter of representation from Ahlers & Cooney on a motion by Smith, second by Straight. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $8,761.22 was approved on a motion by Straight, second by Smith. Motion carried. Election Salary Rates The following rates were approved for election staff on a motion by Straight, second by Smith. Motion carried. $275.00 (flat rate) Chairperson of the polling precinct (apprx 18 hours) $250.00 (flat rate) Precinct Election Official (apprx 17 hours) $50 to $125.00 (flat rate) Absentee/Special Voter Precinct Board (dependent on hours $125 for apprx 8 hours, $100 for apprx 6 hours and $50 for apprx 3 hours) $50.00 (flat rate) Training Session (apprx 3 hours) $25.00 (flat rate) Runners $15.00/hour Auditor’s office part-time staff during election Related Party Transactions Auditor Bonham requested approval of related parties working at the election. Approval was given to pay Kris Pauley has an election worker and Bruce Pauley/Jim Lenz as runners for the General Election. Motion to approve by Straight, second by Smith. Motion carried. Engineer County Engineer Steven Struble met with the Board. Project updates include: Canadian National Railroad Underpass Bridge on L-20 – Engineer Struble emailed Pott County Engineer to coordinate the detour planning on L-20 and L-34. No response yet. York Road – Pott County Engineer has not returned any phone messages regarding maintenance on the road. Asphalt Patching Project Ten Point/Century Asphalt – Century Asphalt said last week that their plan was to complete the patch north of F-58 on Reading Trail Friday and the CN railroad crossing on 335th and a patch on Laredo Avenue if they have time. FM Bridge Deck Patching Projects Morgan #2, St John #11, and St John #7 – Project certificates have all been received from Christensen Brothers and this project is ready for final payment. Taylor #12 Bridge Replacement on F-50 over Allen Creek – County is still waiting for the material certifications for the drainage culverts from Christensen Brothers. County crews sealed the eastbound lane of the bridge and will seal the westbound lane today. 194th Street HMA Overlay – County received the verified and signed final voucher from Western Engineering. Melody Oaks OttaSeal Surfacing Project – County emailed the residents of Melody Oaks and notified them that their new road surface will be done next season. County will apply more rock to the hill. 220th & Parker Trail 12 ft Diameter Structural Plate Pipe with Flume – County is still building the new grade and foreslopes from the dirt they are cleaning from the road ditches along the Level A portion of Parker Trail north of 220th Street. The blades have been out in their territories. Trucks have been stockpiling and the truckers have also mounted all the snowplow hitches to their trucks and check over the sanders for needed repairs. Secondary Roads is now on Winter hours – working 7 a.m. to 3:30 p.m. in preparation for snow removal efforts in daylight. Rhoten, Brian Rife, David Weigelt, Christina Dickinson Bank Reconciliations Treasurer Shelia Phillips presented October bank reconciliations for the Board’s review. County-Held Tax Sale Certificates Treasurer Phillips discussed the possibility of the issuance of a tax sale deed in the County’s name and then deeding the property into the city’s name. The Board did not object. Conservation County Conservation Director Scott Nelson said that a person reached out to him regarding the County acquiring approximately 40 acres of oak, hickory timber to be a public hunting wildlife area. Director Nelson said that the Heritage Foundation could purchase the property until the County Conservation could come up with the funds to purchase it thru grants. Motion to proceed with the Heritage Foundation on a motion by Smith, second by Straight. Motion carried. County-Issued Credit Card A county-issued credit card for Felicia Geith was approved on a motion by Smith, second by Straight. Motion carried. Claims Claims, as presented, were stamped for approval. HVAC Unit The Board approved a new HVAC unit in the Auditor’s office at a replacement cost of $6,367 thru Control Services on a motion by Straight, second by Smith. Motion carried.
