Harrison County Supervisors Meeting September 8, 2022 Chairman Walter Utman called the meeting to order with member Tony Smith in attendance. Motion to approve the tentative agenda was made by Smith, second by Utman. Motion carried. Motion to approve the previous minutes was made by Smith, second by Utman. Motion carried. Attendance: Auditor Susan Bonham, Lisa Koch, Teresa Mace, Laura Kyndesen, Tyler Hinkel, David Weigelt, Scott Nelson, Paul J Rhoten Conservation Conservation Director Scott Nelson informed the Board that he is applying for grants from the Harrison County Community Foundation and the King Foundation for the new nature center. Director Nelson presented the annual report of the Conservation Department to the Board for review. Progress on the new nature center is going well and is on schedule. Harvest Hills Streets Woodbine City Administrator Lisa Koch requested the Board abate the property taxes on the streets in the Harvest Hills Subdivision that are in the city’s name. After discussion, the Smith made the motion to abate the second half taxes on receipts 10-24906 thru 10-24910 in the amount of $122, second by Utman. Motion carried. Landfill Landfill Manager Tyler Hinkel requested the Board approve the County being the fiscal sponsor for the Landfill’s grant application to the Harrison County Community Foundation. Grant is asking for financial assistance for the restoration and repainting of weathered recycling containers. Motion to approve by Smith, second by Utman. Motion carried. Soldier Valley Drainage District The Board, acting as trustees of the Solider Valley Drainage District, approved Change Order #3 and Pay Request #3 on a motion by Smith, second by Utman. Motion carried. Magistrate’s Office Laura Kyndesen and Teresa Mace asked about the progress on replacing the ceiling tiles and painting in the magistrate’s office. The contractor for the ceiling tiles has been contacted again and County is trying to get the contractor to come in just to do that office now and then do the rest of the offices in the near future. Courthouse Window/Door Replacement Project The Board set Thursday, September 22nd at 9:00 a.m. for a public hearing to hear comments about the project on a motion by Smith, second by Utman. Motion carried. Road Dust Before the meeting started, Stephanie Blackford dropped off some information about the possibility of using calcium chloride on the roads to make the roads better. Chairman Utman asked Auditor Bonham to place the item on the September 22nd agenda and to inform the County Engineer. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Utman. Motion carried.
