The regular meeting of the Modale City Council was held on August 8, 2022. Mayor Pro Tem Katie Offenbacker called the meeting to order at 7:00 p.m. Councilmembers Blair Adams, Terigene Tiffey, Kathy Dugdale, and Amber Larsen arrived at 7:05. Visitors present were Jennifer Skinner, Tammy Cooperrider, Carl and Linda Anderson, Jason and Becky Pavlik and Alissa Kappes. Staff present were Marty Skinner and Linda Windschitl. Tiffey made a motion to approve the consent of Agenda. Dugdale made a motion to second; motion carried with a 4-0 vote. Several members of the community expressed concern over the 08/02/2022 Special Election for City Council. Marty reported for the public works. One of the tanks in the Water Plant has a small crack and options on how to fix are being considered. The sewer pump that was just rebuilt had the motor burn up and Quality Pump and Control are working on the repairs. We need to get a sludge permit. A concerned citizen presented the council with a possible issue concerning a “tiny home”. The city council is looking into ordinances that cover this topic. Initial information is that all residential dwellings are required to be at least 600 square feet in size. There was also some talk of junk vehicles that are located throughout the city limits. The council will look into this concern and citizens are encouraged to get them removed from their property per city ordinance. Jennifer Skinner reported for the library. Diane the Library Director has started multiple activities for adults and children. They plan to apply for a grant to cover some expenses. Susan Kirlin has resigned from the library board. The library board recommends that Lisa Vavra fill the vacant seat. The library will need to advertise and have a formal application process. Jason Pavlik reported for the fire department. They had one fire and one rescue call. The fire department is looking to purchase some new equipment. Kathy Dugdale brought up the idea of starting “The Avenue of Flags”. This program would allow residents to purchase/sponsor a flag that would be placed in their yard. It would be displayed on several key days of the year such as the Fourth of July. Modale Fun Day is September 10th, 2022. The fire department will provide the food. There will be bocce ball, kids’ activities, bingo, a car show and vendor fair. There was a small discussion about the animal ordinance and nuisance ordinance. Horses are allowed within the city limits, but you must have 2 acres of fenced in property per horse. The city is looking into ordinances regarding other types of animals. The “Welcome to Modale” signs are in the works. We may need to have them transported from Modale to Sargent Bluff. Terigene made a motion to approve having Alvin or Marty drive them up in the City Truck if there was not a volunteer available. Dugdale seconded the motion; motion carried with a 5-0 vote. Dugdale noted that the bags to benches program has been a success with the City of Modale and the Friends of the Library Group. Some limited discussion was had about an annual or biannual city newsletter. Dugdale made a motion to adjourn. Tiffey seconded the motion; motion carried with a 5-0 vote.
