WEST HARRISON COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MONTHLY MEETING – 6:00PM September 14, 2022 LIBRARY – MONDAMIN, IA The West Harrison Community School District Board of Education met in regular session with the following present: Randy Wohlers, Julie Kuhlman, and Lorraine Peterson, Directors. Mr. Marty Fonley, Superintendent, Mrs. Jackie Fonley, Principal, Tonya Radil, Board Secretary/Treasurer Visitors. Mary Cartmill WHEA Representative, Ben Nuzum and Troy Maasen Called to Order. The meeting was called to order in the Library at 6:00 p.m. by President Wohlers. Roll Call. Annual meeting Election of President. Director Wohlers was nominated as Board President. Ayes Directors Kuhlman and Director Peterson 2-0 Motion carried. Election of Vice President. Director Kuhlman was nominated as Vice President. Ayes Directors Wohlers and Director Peterson 2-0 Motion carried. Name of Publication. Motion was made by Director Peterson and second by Director Kuhlman to continue using Missouri Valley Times News for publication. No objection. Ayes Directors. Peterson, Kuhlman, and Wohlers and Nunez. 3-0 Motion carried. Establish Time and Place of Meeting. Motion was made by Director Kuhlman and second by Director Peterson. We will meet on the second Wednesday of each month at 6:30 p.m. in the West Harrison High School Library. No objection. Ayes Directors. Peterson, Kuhlman, and Wohlers. 3-0 Motion carried. Consideration of approval of 2nd Reading of the board Policies 100s-900s. Motion was made by Director Peterson and second by Director Kuhlman to approve the second reading of board polices 100s-900s. Motion was made by Director Kuhlman and second by Director Peterson to approve Prom Post Prom fundraisers. No discussion. Ayes Directors Wohlers, Kuhlman, and Peterson 3-0 Motion carried. Consideration of approval for Green Hills AEA Director District 4. The West Harrison CSD Board of Education adopted a resolution appointing Director Kuhlman as delegate, Direct Nunez as alternate delegate, with full authority to cast our weighted elector votes for district director at the elector district convention number 4 of the Area Education Agency Number 13 on October 17, 2022. Consideration of approval for Gym Floor Refinishing. Motion was made by Director Peterson and second by Director Kuhlman to approve the gym floor refinishing. Discussion. Ayes Directors Wohlers, Kuhlman, and Peterson 3-0 Motion carried. Consideration of Sharing Contracts for Art, English, Band, and Library. Motion was made by Director Peterson and second by Director Kuhlman to approve the sharing agreements. Due to the teacher shortages West Harrison, as well as many neighboring schools, have had difficulty filling positions. As a result, we have had to collaborate with West Monona to provide courses for their students and our students. We are currently providing English, Library, and Tag support to their students. West Monona is providing Music and Art to our students. These agreements are necessary for this collaboration to take place. Discussion. Motion was made by Director Peterson and second by Director Kuhlman to approve the supplemental contracts. To incentivize our instructors to provide educational services for the West Monona students we need to consider supplemental contract agreements. These agreements will not have any cost to the West Harrison School District. All costs will be paid by West Monona through the sharing agreements. Discussion. Motion was made by Director Kuhlman and second by Director Peterson to approve the date change for the October board meeting from October 12th to October 5th at 6:30pm. Discussion. Ayes Directors Wohlers, Kuhlman, and Peterson 3-0 Motion carried. Consideration of Gifting Old Playground Equipment to One of Our Communities. Motion was made by Director Peterson and second by Director Kuhlman to approve the gifting of the playground equipment. With new playground equipment being installed this month we will be taking out the existing playground equipment to make room. Rather than have it hauled to a landfill, it is recommended that we make it available at no cost to the communities that make up our district. Several of the communities have newer playground equipment so it would be offered to those with the oldest equipment first. The board has decided to gift the playground equipment to the town of Moorhead. Discussion. Ayes Directors Wohlers, Kuhlman, and Peterson 3-0 Motion carried. Consideration of Open Enrollment. No action needed. Administrative Reports: Mr. Maasen gave updates on fall and winter sports. He also shared that youth programs are on the rise such as BB/SB and Volleyball. There was an option for youth Flag Football. Mr. Masssen would like to thank the many volunteers for their help getting the football field ready and the Booster Club for all of their kind support and hard work for our Hawkeye Athletics and Activities. Mrs. Fonley reviewed graduation requirements. She also discussed open campus during Hawktime for seniors for the 1st quarter and opening it up the juniors as well in the second quarter. The Kiwanis Club met with our 3rd through 5th grade. Mr. Fonley reported there are 3-4 student utilizing the Career Academy and they are excited about the program. He also shares that he has applied for a Safety Grant which would help provided funding to replace existing doors and add other safety devices. The pre-school playground surface is currently being worked on and the new playground equipment should be getting installed in two weeks. The next regular board meeting will be on October 5, 2022 at 6:30 p.m. Adjournment.
