WEST HARRISON COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MONTHLY MEETING – 6:30PM March 9, 2023 LIBRARY – MONDAMIN, IA The West Harrison Community School District Board of Education met in regular session with the following present: Randy Wohlers, Julie Kuhlman, Hillary Stevenson, Kim Nunez and Lorraine Peterson Directors. Mr. Marty Fonley, Superintendent, Mrs. Jackie Fonley, Principal, Tonya Radil, Board Secretary/Treasurer Visitors. Holly Brock and Mae Blum WHEA Representative. Called to Order. The meeting was called to order in the library at 6:30 p.m. by President Wohlers. Roll Call. Consent Agenda. A motion was made by Director Peterson and seconded by Director Kuhlman to consent agenda, February 8th board minutes, the approval of monthly bills, and the approval of financial reports. President Wohlers would like to thank everyone involved in State Basketball, including Mr. Merley. Human Resources. A motion was made by Director Kuhlman and seconded by Director Peterson to accept the resignation of Drew Radloff (Assistant Boys Track Coach) and the hiring of Jason Allen (Assistant Boys Track Coach). Discussion. A motion was made by Director Stevenson and seconded by Director Nunez to open the public hearing for the Director District Boundary Adjustment. The hearing opened to the public at 6:35 pm March 9, 2023, in the West Harrison high school library to comply with Iowa Code regarding director district boundaries. RESOLUTION ADOPTING PLAN TO ADJUST DIRECTOR DISTRICTS BOUNDARIES AND APPROVE EXISTING METHOD OF ELECTION FOLLOWING 2020 FEDERAL CENSUS. The hearing closed at 6:36 pm. Discussion. A motion was made by Director Kuhlman and seconded by Director Peterson to open the public hearing for the FY 23-24 Calendar. The hearing opened to the public 6:40pm March 9, 2023, in the West Harrison high school library to comply with Iowa Code regarding director district boundaries. A motion was made by Director Kuhlman and seconded by Director Nunez to approve the lease agreement with Santandar. Discussion. A motion was made by Director Nunez and seconded by Director Stevenson to approve the AEA Purchasing Agreement. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of Date for Public Hearing on FY 23-24 Certified Budget. Motion was made by Director Kuhlman and second by Director Stevenson to adopt the FY 23-24 certified budget on April 12, 2023, in the West Harrison high school library at 6:30 pm. Discussion. A motion was made by Director Peterson and seconded by Director Kuhlman to approve the fire alarm improvements. The system is original to the building and is in need of an upgrading for safety reasons. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of Turf Care Contract A motion was made by Director Nunez and seconded by Director Stevenson to approve the turf care contract with CJ’s Lawn and Landscaping. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of Superintendent Three-Year Sharing Agreement. Motion was made by Director Nunez and second by Director Stevenson to approve the renewal of the sharing agreement with West Monona. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of TSS Carryover Payment. A motion was made by Director Peterson and seconded by Director Nunez to approve the TSS carryover. Discussion. Wohlers aye, Kuhlman aye, Nunez aye, and Peterson aye 4-0 Motion carried. Director Stevenson abstained. Administrative Reports: Mrs. Fonley reports that the PK-5 will have an Author visit. Coach Sloth will be joining us for lunch to eat with the elementary kids, and then we will break out into a PK-2 and 3-5 assembly with him (about 1 hour each group). He will share the writing process, importance of reading, and provide an Anti-Bullying message. The end of the 3rd quarter in next week. Mrs. Fonley is beginning to work on next year course-booklet. We are adding academic achievement 3.5 or higher. We will recognize all of those the received academic achievements on March 16th. We will start interviewing for Sped and high school Social Studies.
