ADVERTISEMENT FOR BIDS NOTICE OF PUBLIC HEARING CITY OF LITTLE SIOUX 2025 WATER SYSTEM IMPROVEMENTS General Notice The City of Little Sioux, Iowa (Owner) is requesting Bids for the construction of the following Project: 2025 Water System Improvements Public Water System ID No. IA4333089 IDNR Project No. W2023-0355 Little Sioux, Iowa Bids for the construction of the Project will be received at the Little Sioux City Hall located at 407 1st Street, Little Sioux, Iowa until April 29, 2026, at 4:00 PM local time. At that time the Bids received will be publicly opened and read. The Bids shall be acted upon at a regular City Council meeting scheduled for 7:00 P.M. on May 4, 2026, at City Hall, 407 1st Street, Little Sioux, IA 51545, or later as then set by the City Council, after review and recommendation for award by USDA-RD. The amount of Bid security must be at least 5% of the Bidder’s maximum Bid price, as set forth in the Instructions to Bidders. The Project includes the following Work within the Corporate Limits of Little Sioux, Iowa as shown on the water system map on sheet C100 of the plans (the new water plant is proposed at 3rd & Walnut Streets): BASE BID: Construction of new Water Treatment Building and Facilities including Detention Tank, Aerator, Hydro-Pneumatic Pressure Tank, Filter Backwash Tank and VFD Pump Skid, High Service Pump Skid, Chemical Feed Systems, EPS & Integration for Hydro-Pneumatic Tank and Filter Backwash Systems, Motor Control Center, Emergency Stand-by Generator, Automatic Transfer Switch, HVAC Equipment, all controls, all electrical and plumbing, all plant piping and appurtenances, 4” & 6” PVC Water Main yard piping, 4” Gate Valve with Box, 2” Blow-off Hydrant Assemblies with backflow prevention and 2” auxiliary valves, Fill Hydrant Assembly with Backflow Prevention and other miscellaneous and incidental items listed in accordance with the project plans and specifications. The contractor shall keep existing treatment plant in operation until the new plant is started up and operational. ALTERNATE ADD-ON BID No. 1: Additional cost of above floor plumbing & fixtures, including shower, HVAC, Electrical, Doors & Hardware, finish painting of Office and Bathroom areas. ALTERNATE ADD-ON BID No. 2: Dismantling, salvaging and relocating existing vertical pressure filters, piping, valves, fittings, appurtenances and controls from existing water treatment building to new treatment plant building and re-installing filters, piping, valves, fittings, appurtenances and controls in the new treatment building. Item Includes disposal of old filter media and replacement with new media as specified herein, once filters are relocated and connected to the system. The Contractor shall move one filter at a time to keep the existing treatment system in operation. Bids are requested for the following Contract: 2025 WATER SYSTEM IMPROVEMENTS, CITY OF LITTLE SIOUX, IOWA Description of Contract, Owner’s Budget Water Treatment Plant building and improvements including Hydro-pneumatic pressure tank, relocate existing vertical pressure filters, filter backwash tank, filter backwash pump skid with variable frequency drives, chemical feed systems, EPS & Integration for Hydro-pneumatic tank and filter backwash systems, motor control center, emergency standby generator, automatic transfer switch, HVAC Equipment, all controls, water main, gate valves, blow-off hydrant assemblies with backflow prevention, fill hydrant assembly, backflow preventors, all plant piping valves and appurtenances, as shown on the plans and as specified in the contract documents., $3,390,000.00 The Owner anticipates that the Project’s total bid price will be approximately $3,375,000.00. The Project has an expected duration of 520 calendar days from commencement to Substantial Completion. The successful bidder will be notified of the Contract Award within 60 days of the Bid Letting. The work on the project shall be commenced by the Contractor within 10 days of written Notice to Proceed and shall be substantially completed by December 1, 2027. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Sundquist Engineering, P.C., Consulting Engineers for the Owner 120 South Main Street, Denison, Iowa Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7:30 AM to 12:00 PM and 1:00 PM and 4:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Electronic downloads of documents from a hyper link to the download site will be provided by the Issuing Office to the prospective Bidder’s email. Attachment 2: SRF Required Front-End Specifications, Debarments and Suspensions, included herein, shall be completed by the Prime Contractor and submitted with the bid. The Good Faith Efforts Checklist, included following Attachment 3, shall be completed by the Prime Contractor and submitted with the bid. Attachment 4: SRF Required Front-End Specifications, Disadvantaged Business Enterprise (DBE) Subcontractor Performance Form, included herein, shall be completed by the Prime Contractor and submitted with the bid. Attachment 5: SRF Required Front-End Specifications, Disadvantaged Business Enterprise (DBE) Subcontractor Utilization Form, included herein, shall be completed by the Prime Contractor and submitted with the bid. Attachment 10: SRF Required Front-End Specifications, Prohibition of Certain Telecommunications and Video Surveillance Services or Equipment, is included herein and shall be completed by the Prime Contractor and submitted with the bid. Attachment 7: SRF Required Front-End Specifications, Other Federal Requirements Language, is included herein after Attachment 10. Attachment 8: SRF Required Front-End Specifications, Right of Entry and Records Retention, is included herein after Attachment 7. Attachment 9: SRF Required Front-End Specifications, Build America, Buy America Requirements, is included herein after Attachment 8. Pre-bid Conference A pre-bid conference for the Project will be held on April 24 ,2026, at 3:00 PM at the existing Water Treatment Plant at 2nd and Walnut Streets, Little Sioux, Iowa 51545-3036. Attendance at the pre-bid conference is recommended but not required. Public Hearing A public hearing shall be held at a City Council Meeting to be held at 7:00 PM on May 4, 2026, at the Little Sioux City Hall at 407 1st Street, Little Sioux, Iowa 51545 where the Council will hear comments from the public regarding the proposed project and the estimated costs thereof. Any person wishing to make comments shall be allowed to do so after stating their name, address and purpose of their comments. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. CDBG Requirements. This project is partially funded by the Community Development Block Grant (CDBG) program. As such it is subject to Davis-Bacon pay requirements and reporting, Build America Buy America Act requirements, Section 3 of the Housing and Urban Development Act of 1968, and other regulations as spelled out in the following Contract Documents: Instructions to Bidders, Agreement Between Owner and Contractor, US Department of HUD – Federal Labor Standards Provisions, US Department of HUD – Certified Payroll Form and current Wage Rate Determinations, CDBG Management Guide, and Temporary Construction Sign for Jointly Funded Projects. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa.
