CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, JANUARY 2, 2024 6:00 P.M. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Tuttle, Keizer, Struble, Stueve, and Taylor. Citizens in attendance were Evelyn Marshall, Jerry Keizer, Jeannie Wortman, Melba Struble, Lee Lange, Forest Dooley, Nikki Dooley, and Rich Gochenour. The Pledge of Allegiance was recited. Motion to approve Agenda for January 2, 2024, made by Struble, second by Taylor. Motion passes. Motion to approve Consent Agenda: a) Minutes from December 14, 2023, Council Meeting, b) Minutes from December 19, 2023, Council Meeting, c) Minutes from December 6, 2023, Park Board Meeting, and d) Claims list made by Stueve, second by Tuttle. Motion passes. There were no citizen inquiries. Jeannie Wortman provided the Council with the Chamber update. She discussed all the past, present, and future happenings within the City. Wortman also requested the City continue with the annual donation of $5,000 toward the Mo. Valley Rally. Bruce Kocher updated the Council on all the fun activities the Library has had and will be having. Fire Chief Forest Dooley presented the Council with the Fire Department update. The department has revised the mission and vision statement for the department. He also stated that Missouri Valley is offering a new service called Honor Guard. It is the only Honor Guard in Harrison County so far. They have been present for funerals of local fire departments, and also for departments from other States that want to show condolences. Motion to appoint Lee Lange as Police Chief made by Taylor, second by Stueve. Motion passes. Motion to appoint Turri Colglazier as City Clerk/City Administrator made by Taylor, second by Stueve. Motion passes. Motion to appoint Todd Argotsinger as City Attorney made by Struble, second by Keizer. Ayes-Struble, Keizer, Stueve, and Tuttle. Nay-Taylor. Motion passes. Motion to appoint Sherman Struble as Mayor Pro Tem made by Taylor, second by Stueve. Motion passes. Motion to adopt 1st reading of Ordinance #610 Amending the Code of Ordinances of the City of Missouri Valley, Iowa, by Amending Parking Regulations made by Stueve, second by Tuttle. Motion passes. Motion to approve Resolution 24-01 Naming Depositories; Midstate’s Bank, American National Bank, and IPAIT Banks, made by Taylor, second by Struble. Motion passes. Motion to approve Resolution 24-02 Naming Official Newspaper; Missouri Valley Times, made by Taylor, second by Stueve. Motion passes. Motion to approve Resolution 24-03 Setting Date for a Public Hearing on Designation of the 2024 Missouri Valley Urban Renewal Area and on Urban Renewal Plan and Project made by Taylor, second by Struble. Motion passes. The Council discussed the upcoming 2024-2025 Budget. Keizer would like account lines (revenues and expenses) separated from one another. Deputy Clerk Loree Hankins showed Council different percent increases for the annual employee raises. The next budget workshop will be held on January 16th during that Council Meeting. Mayor Shawn Kelly, Councilman Tuttle, and Deputy Clerk Hankins wished everyone a Happy New Year. No City Administrator comments. Motion to adjourn made by Taylor, second by Stueve. Motion passes.
