CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, JANUARY 3, 2023 Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Stueve, Ford, Tuttle, Taylor and Struble. Citizens attending Mary Jo Buckley, Aneitah Garmann, Rashelle Wohlers, Dakoda Tish, Mike Smiley, Caleb Wohlers, Angel Nies, Karly Brack, Robert Wagner, Chris Kraushaar, Forest Dooley, Adam Bellis, Lee Lange, Richard Gochenour, Nicky Dooley, Edith Herbolsheimer, Nicole Harrington, Brit Harrington, Kory Preston, John Harrison, Dillin Dorrance, Hailey Orr, and Katie Moyer. The Pledge of Allegiance was recited. Motion to approve the Agenda for January 3, 2023 made by Tuttle, second by Struble. Motion passes unanimously. Motion to approve the Consent Agenda made by Stueve, second by Taylor. Motion passes unanimously. There were no inquiries from citizens. Jake Zimmerman gave an update on the 2022 Street Projects. Motion to approve advertisement for project and set bid date for February 7, 2023 made by Struble, second by Stueve. Motion passes unanimously. Motion to table Chamber update, Jeannie Wortman was unable to attend, made by Taylor, second by Struble. Motion passes unanimously. Bruce Kocher gave Council a library update. Caleb Wohlers addressed Council giving his formal resignation. He stated the special election results were in favor of Forrest Dooley. Motion to approve Caleb Wohlers resignation as Fire Chief and appoint Forrest Dooley as Interim Fire Chief made by Struble, second by Taylor. Tuttle, Struble, Taylor Ayes. Ford and Stueve Nay. Motion passes. Discussion on new cameras for Fire Hall was held. Questions were asked about where the funding would come from. Council decided not to proceed with the cameras because it wasn’t budgeted. Motion made by Ford, second by Stueve. Tuttle, Struble, Ford and Stueve Ayes. Taylor Nay. Motion passes. Motion on Fire Department donation with naming rights made by Stueve, second by Tuttle. Tuttle and Stueve Aye. Ford and Taylor Nay. Struble Abstained. Motion fails. Motion to make Turri Colglazier the direct supervisor of Career EMT’s made by Struble, second by Taylor. Motion passes unanimously. Discussion on EMS Workshop dates was held. Dooley will let Colglazier know when it will work best to hold them. Motion to hire Daniel Kline as Police Officer effective January 19, 2023 made by Taylor, second by Tuttle. Motion passes unanimously. Motion to approve Resolution 22-03 Setting Wage – Police Officer made by Stueve, second by Struble. Motion passes unanimously. Motion to approve the Appointment of Police Chief Lee Lange made by Stueve, second by Tuttle. Motion passes unanimously. Motion to approve the Appointment of City Clerk/City Administrator Turri Colglazier made by Tuttle, second by Stueve. Motion passes unanimously. Motion to approve the Appointment of City Attorney Todd Argotsinger made by Struble, second by Stueve. Motion passes unanimously. Motion to approve the Appointment of Mayor Pro Tem Sherman Struble made by Tuttle, second by Stueve. Motion passes unanimously. Motion to approve Resolution 23-01 Naming Depositories made by Stueve, second by Struble. Motion passes unanimously. Motion to approve Resolution 23-02 Naming an Official Newspaper as Missouri Valley Times News made by Struble, second by Taylor. Motion passes unanimously. Discussion was held on Budget Workshop Dates. Council decided January 24 at 6 pm, and January 31 at 6 pm, to be held at City Hall in Conference Room. Motion to adopt 3rd reading on Ordinance 603 Amending the Code Ordinances of the City of Missouri Valley, Iowa, by Repealing Chapter 77, pertaining to bicycle licensing made by Stueve, second by Struble. Motion passes unanimously. Motion passes unanimously. Discussion on creating a Public Works Director Position was held. Council would like to see a job description before moving forward. Motion to table entering into closed session per IA Code 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation made by Struble, second by Stueve. Motions were rescinded by Struble and Stueve to enter closed session. Motion to table entering into closed session made by Struble, second by Stueve. Motion passes unanimously. Motion to table action from closed session made by Taylor, second by Stueve. Motion passes unanimously. Tuttle thanked all downtown Main Street business for decorations for the Holidays. Stueve stated that she hates to see Wohlers leave his position. Taylor stated that he hopes this year will be a better year. Colglazier addressed Council with her comments.
