CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, JULY 26, 2022 1. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. Citizens attending included Adam Bellis, Robert Fairchild, Jeannie Wortman, Mary Jo Buckley and Kory Preston. There were others present that didn’t sign in this evening as well. 2. The Pledge of Allegiance was recited. 3. The following Council members were present: Eric Ford, Sherm Struble, Patty Stueve, Kevin Taylor and Aaron Tuttle. 4. Mayor Kelly asked for a motion to approve tonight’s agenda. A motion to approve the agenda was made by Struble, seconded by Taylor. Motion carried unanimously. 5. There were no inquiries from citizens during this special meeting. 6. Jody Meyer presented some information to the council pertaining to the hiring of a new Records Clerk. She mentioned that interviews were conducted by three persons; Sheila Muell, Rich Gochenour and Jeremy Butrick. There were two people interviewed for the job because a 3rd applicant canceled earlier that day. Jody pointed out that one stood out as a potential hire. That this individual would be hired at $16 an hour and that the committee just wanted council approval to proceed with an offer. There was question about who was being hired. Jody pointed out that the applications have been at the Clerks office for a while. A motion to have a closed session to discuss hiring an individual and setting their pay was made by Stueve, seconded by Taylor. Motion carried unanimously. Mayor Kelly asked if anyone wanted to make a motion to set a wage at $16 an hour or if that needed to be discussed on Tuesday as well. There was some discussion on this item about getting the person before setting the wage. Jody indicated the applicant said she would work for $16 an hour. A motion to offer the applicant $16 an hour and further discuss the hiring on Tuesday was made by Taylor, seconded by Stueve. Motion carried unanimously. 7. During City Administrator comments, Jody mentioned that she will be the only person in the office come Thursday. She asked if she could just close the office or get a temporary person to sit in and help answer phones and greet people at the window. Some discussion ensued about getting temporary help and how much it would cost. Jody pointed out that there jobs have been posted, but there are few applicants at this time. The council suggested it would be alright to close the doors for now until they could get someone in to help her out. Jody also pointed out that during this transition, having more duties assigned, she feels it would be fair to provide extra compensation to her. The felt that was a reasonable request and asked Jody to put it on the agenda for Tuesday. Taylor inquired about a printer issue they were having at the office. Jody pointed out that had been fixed. 8. During Mayor Comments, Mayor Kelly thanked everyone for coming in tonight. He pointed out that checks won’t be able to get paid until there is a second signer on the account. Taylor asked if Jody could be put on. There would need to be a formal motion at the next meeting to put her on and remove Jeremy Butrick off the account if that is what the council wanted to do. 9. During Council Comments, Stueve mentioned that the parade was really nice. Taylor thanked Jody for stepping up and taking the extra responsibility. 10.
