CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, NOVEMBER 14, 2023 6:00 P.M. Mayor Pro-Tem Struble presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Stueve, Keizer, and Tuttle. Mayor Kelly and Councilman Taylor were absent. Citizens attending: Loree Hankins, Adam Belis, Jerry Keizer, Mary Jo Buckley, Mark Wehrli, Bruce Kocher, Cole Wehrli, Harold Ostler, Rich Gochenour, Trisha Southerland, Nikki Dooley, Forest Dooley, John Harrison, Julie Sloboth, Melissa Dobleman, John Sloboth, Anitah Garman, and Jeannie Wortman. The Pledge of Allegiance was recited. Motion to approve Agenda for November 14, 2023, made by Keizer, second by Tuttle. Motion passes. Motion to approve Consent Agenda a) Minutes from November 6, 2023, Special Council Meeting, b) Minutes from November 1, 2023, Park Board Meeting, c) Claims List, d) City Administrator Financial Report for October 2023, e) Utility Reconciliation Report for October 2023, f) Department Reports, and g) Approve Mayor’s appointment of Amber Flock to the Park Board, term expiring October 2024, and Robert Healy to the Park Board, term expiring October 2026 made by Tuttle, second by Stueve. Motion passes. Motion to open Public Hearing to Consider a Lease of the Following Described property: The South 30 feet of the West 45 feet of a tract of land lying within Out Lot D, Longview Second Addition to the City of Missouri Valley, Iowa, more particularly described as: Commencing at the Southeast comer of Out Lot B of said addition and assuming the South line of said Addition to bear due East-West; thence West a distance of 615.41 feet to the point of beginning; thence continuing West a distance of 35.0 feet; thence North 0°42'47" West a distance of 132.72 feet; thence West a distance of 57.50 feet; thence North 0°42'06" West a distance of 179.46 feet; thence East a distance of 242.72 feet to the East line of Out Lot D of said addition; thence South 0°42'06" East along said East line a distance of 179.46 feet; thence West a distance of 150.22 feet; thence South 0°42'47" East a distance of 132 feet to the point of beginning made by Stueve, second by Keizer. Motion to approve Resolution 23-41 Awarding Contract for 2022 Street Reconstruction to Compass Utility for $513,477.89 made by Tuttle, second by Stueve. Motion passes. Motion to approve the application for payment #3 from Compass Utility for $68,503.63 made by Tuttle, second by Stueve. Motion passes. Jeff Frey updated the Council on the Highway 30 Water Main Replacement, Well Improvements, and the Water Treatment Plant Controls. Jeannie Wortman discussed all the activities that will be happening in Missouri Valley like Buying at Home for the Holidays, Chamber Toy Drive, a Holiday Decorating Contest, Christmas Tree Lighting, The Polar Express, The Little Christmas Store, and Merry Main Street. Bruce Kocher presented the Council with all the fun activities happening at the library. Fire Chief Forest Dooley reported responding to 24 calls. Bringing the total for the year to 390 calls. Discussed fire prevention week and the pancake feed that was recently held. Dooley explained the classes he is taking through the International Association of Fire Chiefs, which has many fire officer classes. The department is rewriting the Mission Statement so it's clear and concise. The officers are having a summit in November. They will go through the 5-year plan and the budget. Mary Jo Buckley explained that there will be no Dog Park Advisory Board, but they will have a Dog Park Volunteer Committee. It will consist of 5 full-time members, electing a leadership position, with an unlimited number of volunteers. This committee will report to the Park Board on all matters over $100. One person from the committee must be at the Park Board Meeting. The members and volunteers will be required to fill out a volunteer waiver that will be kept for one year. Discussion was had on the City’s Health Insurance Renewal. Motion to table item made by Keizer, second by Tuttle. Motion passes. Motion passes. Discussion was had on the YEA soccer program. Tuttle would like to have a face-to-face conversation with the head of the YEA. Congratulations were exchanged for the re-elected City officials. Stueve questioned a property on Michigan and 6th St. and E Elm and Valley. She also questioned the property across from Dairy Den and the vehicles that are parked on the property. Harrison stated he will continue to monitor the issues.
