City of Modale City Council Meeting Minutes April 11, 2022 The regular meeting of the Modale City Council was held on April 11, 2022. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers Katie Offenbacker, Terigene Tiffey, Kathy Dugdale, and Amber Larsen (on phone until 7:22 p.m.) then arrived in person. Visitors present were Chris and Jennifer Skinner, Jason and Becky Pavlik, Ruth Zahner, Carl and Linda Anderson and Susan Kirlin. Staff present were Marty Skinner and Linda Windschitl. Offenbacker made a motion to approve the consent agenda. Tiffey seconded the motion; motion carried with a 3-0 vote with Larsen abstaining. Marty reported for the public works. Jennifer reported for the library. Offenbacker made a made a motion to approve staggering the term expirations for the Library Board. Tiffey seconded the motion; motion carried with a 4-0 vote. J. Skinner’s term will expire in 2024, the two new appointments will expire in 2026, and Zahner’s expires 2024.Kirlin’s seat is up for renewal this year so the new term would expire in 2027. Pavlik reported for the Fire Department. The council agreed that it would be a good idea for Pavlik to be certified to teach CPR. The city will pay for Pavlik’s training when it is scheduled. The council discussed the new signs as you come into town from the east, north and south. Tiffey made a motion to approve Dan to sandblast and powder coat the signs pending a visual of his work. Larsen seconded the motion; motion carried with a 4-0 vote. Dugdale made a motion to approve Alan Hirst to get started making the signs at a cost of $2100.00. Tiffey seconded the motion; motion carried with a 4-0 vote. Tiffey made a motion to approve the 2022/2023 Harrison County Sheriff contract. Dugdale seconded the motion; motion carried with a 4-0 vote. Tiffey made a motion to adjourn. Larsen seconded the motion; motion carried with a 4-0 vote.
