City of Modale City Council Meeting Minutes January 15, 2024 The regular meeting of the Modale City Council was held on January 15, 2024. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Blair Adams, Kathy Dugdale, Tammy Cooperrider and Chris Skinner. Terigene Tiffey was excused. Visitors present were Carl and Linda Anderson. Staff present were Shauna Gerke and Linda Windschitl. Consent Agenda: Adams made a motion to approve the consent agenda, Skinner seconded. Motion passed 4-0 Public Works: need new bids on door closure mechanism and water tank installation. The storm sewer drain on the north side of Decarlos needs to be a priority once the ground thaws. Water rates increased January 1st. The details were on the back of the water bills sent out last week. Sewer Lagoon: this matter was moved to the end of the meeting to give Troy a chance to arrive. Citizen Inquiries: There were no citizen inquiries. Library & Fire Department: no reports Rent has been paid on the apartment through October 31st. Gerke is to attempt a “demand” letter before contacting the attorney and get another eviction process started. The curb stop repair contract signed by residents back in November has not been paid. A “demand” letter will be sent to the property owner. Adams made a motion to disallow the city from paying these types of bills for residents in the future. Dugdale seconded the motion. Motion carried 4-0. A bid in the amount of $850 for installing the window between the shop area and the Clerk’s office was presented. The Council was reminded this was one of the items let out for bid back in April, 2023, and is the first and only bid received. Adams made a motion to approve the bid, Coopperrider seconded. Motion carried 4-0. The 2024-2025 budget work session was scheduled for January 29, 2024, at 7 p.m. 2024 appointments were made. Mayor Cox appointed Kathy Dugdale as Mayor Pro-Tem. Upon Dugdale’s acceptance of the appointment, Adams made a motion to approve the appointment, with Skinner seconding. Motion carried 4-0. Dugdale made a motion to retain the official depositories as Community Bank and MidStates Bank. Skinner seconded the motion; motion carried 4-0. Skinner made a motion to retain the Missouri Valley Times-News as the official newspaper. Adams seconded the motion; motion carried 4-0. Cooperrider made a motion to keep the second Monday of the month at 7 p.m. as the office meeting date and time. Dugdale seconded the motion; motion carried 4-0. Dugdale made a motion to retain Todd Argotsinger as the City Attorney, Skinner seconded the motion. Motion carried 4-0. Skinner made a motion to utilize the ClerkBooks accountants to confirm our AFR preparation using our current software. Adams seconded. Motion carried 4-0. Dugdale made a motion to approve Shauna Gerke as the City Clerk. Cooperrider seconded. Motion carried 4-0. Skinner made a motion to add Shauna Gerke as a signatory on the bank accounts. Cooperrider seconded; motion carried 4-0. Dugdale made a motion to approve Linda Windschitl as Deputy City Clerk. Cooperrider seconded. Motion carried 4-0. Items discussed, but no action taken: water bill late fees will resume with the next billing cycle. Collection efforts on past due bills will begin next month as well. The Harrison County Community Foundation grant cycle is open. The Municipal Leadership training is now available. Animal permit and snow removal ordinance communication was discussed. Adams said he didn’t recall seeing the December, 2023, minutes published in the Times-News. Gerke will confirm. Sewer Lagoon: Troy was not available to answer questions, so pay app #10, change order #4, the certificate of substantial completion and the resolution to accept the work performed were all tabled until the February meeting. Items for next month’s agenda: neighborhood watch, EMS issues (Skinner said he would be willing to represent the City in that group), and placing cameras at all four entrances to the City. Dugdale made a motion to adjourn. Adams seconded the motion; motion carried with a 4-0 vote.
