City of Modale City Council Meeting Minutes July 10, 2023 The regular meeting of the Modale City Council was held on July 10, 2023. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Blair Adams, Terigene Tiffey, Katie Offenbacker, Amber Larsen and Kathy Dugdale. Visitors present were Tammy Cooperrider, Carl and Linda Anderson, Jay Gerke, Susan Kirlin, Jason and Becky Pavlik, Troy Groth, and Elissa Kappes Staff present were Marty Skinner and Shauna Gerke. Consent Agenda: The financials and the June meeting minutes were not presented, so Tiffey motioned to table this matter until the August meeting. Offenbacker seconded. Motion passed 5-0. Public Works: Marty reported on the bids for handicap accessible parking and door closures, the drain to the north of DeCarlo’s Diner and tank installation. The tanks are estimated to cost $6500 to install. Larsen motioned to accept the bid, Tiffey seconded. Motion passed 5-0. The other items were tabled until current financials can be reviewed. Sewer Lagoon: Troy reported the project is moving along as expected. An Application for payment was submitted in the amount of $321,556.46. Offenbacker made a motion to approve the payment of said Application, Dugdale seconded the motion. Motion passed 5-0. Citizen Inquiries: 408 has been torn down, ordinance violation letters will be going out, there is no update on the slide installation date, the properties located at 104 E Martin and 109 E Haley will be receiving abatement letters regarding tree branches overhanging the sidewalks, making them unusable. Fire Department: Jason Pavlik gave an update. Library: Gerke read an emailed update from Diane Pratt, including a request to approve the first half of their 2023-2024 yearly budget in the amount of $3500.00. Tiffey made a motion to approve, Adams seconded. Motion passed on a 5-0 vote. Ordinances: Larsen will submit changes to SWIPCO and get some feedback, hopefully in time for the August meeting. Cox requested a public hearing on the matter be put on the August 14, 2023 Agenda. The following matters were discussed, but no action taken: apartment progress, ICAP grant opportunities, DeCarlo Diner’s alcohol permit, the AC was replaced at the PO, Harrison County Fair parade, tree grant and adjusting hours at City Hall for the summer. The water rate study was reviewed. Larsen will email IRWA to get some additional information. This matter was tabled. Tiffey made a motion to continue our membership in the ICAP. Larsen seconded; motion passed 5-0. The cigarette permits for DeCarlo’s Diner and EZ Street have been tabled. There were no additional items to add to next month’s agenda. Larsen made a motion to adjourn. Adams seconded the motion; motion carried with a 5-0 vote.
