City of Modale City Council Meeting Minutes March 13, 2023 The regular meeting of the Modale City Council was held on March 13, 2023. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Katie Offenbacker, Blair Adams, Terigene Tiffey, Kathy Dugdale, and Amber Larsen. Visitors present were, Troy Groth, Jason Pavlik, Jennifer Skinner, Ashley Hayes with SWIPCO, Dustin Wallis and Elissa Kappes family. Staff present were Marty Skinner, Linda Windschitl, and Shauna Gerke Consent Agenda: Offenbacker requested Gerke add contacting attorney re: Sundquist non-responsive to the special meeting minutes. Dugdale would like to see the King Foundation grant funds be moved out of the general fund listing and be itemized on the Clerk’s report. Tiffey made a motion to approve the consent Agenda. Dugdale seconded; motion carried with a 5-0 vote. Marty Skinner reported on Public Works. The water lines and softeners were moved, the new tank will be here around the end of the month. He needs to get quotes to fix the drain north of the Diner. He will call again on the roads; the water tank issue has taken precedence. He’ll get quotes on the streets and drain issues. He will start sampling the sewer lagoon soon in preparation for it to be drained for the Lagoon project. A discussion was had regarding the Lagoon project. Troy has the contract prepared; Dustin should have the bonds Wednesday. Once those are received, Troy can finalize the contract and get it sent off to Argotsinger for review and approval. Ashley Hayes with SWIPCO expressed concern that it has taken three months to get a contract. The current project deadline is October, 21, 2023. IDEA-CDBG said it isn’t an issue to extend; they are prepared to allow an extension to December 31, 2024. The City will be required to draft a letter requesting the extension, provide a Gantt chart, etc. Tiffey asked if there was a deadline to request the extension and Hayes reported they would need the request no less than 30 days before the current deadline, but 60 days is preferred. The Council would like to avoid an extension, if possible, but greatly appreciates the fact they are willing to provide one if it becomes necessary. Resolution 23-06 approving contract and performance and/or payment bonds for the Wastwater Treatment Lagoon Improvements Project was read. Larsen motioned to adopt said Resolution, Offenbacker seconded. Motion carried on a 5-0 vote. At 7:16 p.m. Mayor Cox opened the public hearing on the proposal to enter into a Sewer Revenue Loan Agreement. There was no public input on the matter, so Mayor Cox closed the hearing at 7:21 p.m. Resolution 23-07 authorizing and approving a Loan Agreement and providing for the issuance and securing the payment of a $474,000 Taxable Sewer Revenue Note, Series 2023 was read. Tiffey made a motion to adopt said resolution, and Larsen seconded the motion. Motion carried on a 5-0 vote. There were no citizen inquiries. Jennifer Skinner reported for the Library. Book Club is going great. They are awaiting bids for the storage room door, as well as one from Kirlin to wire a light to stay on overnight in the library. They are awaiting word to see if they will receive an AARP grant for a raised bed community garden area between the library and the Post Office. They are going to start a sun study of the area. Dee (Diane) requested another meeting on 3/14 or 3/21 at 7 p.m. Gerke reported that 3/14 wouldn’t work, but that 3/21 was a possibility. Skinner also enquired about NextLink internet and whether or not it was installed as previously scheduled. It will be installed both at the Library and at the City Park on March 24th. Jason Pavlik reported for the Fire Department. They had one (1) fire and four (4) rescue calls last month. The thermal imaging camera has arrived, so the Jimmy King Foundation grant has been finalized. They will be hosting a soup supper on March 25th from 4-7 p.m., which is the same night as Mondamin’s Fire Ball. They are also hosting an Easter Egg hunt on Saturday, April 8th at 10 a.m. Dugdale will share the details on the City’s FB page. Jason asked that Linda get the City’s budget listed on the Fire Department’s spreadsheet. Danko is working on the pumper. A discussion was had regarding looking at “new” pumpers and how to pay for them. He and the Council asked that Gerke reach out to the surrounding Townships for additional information. There was discussion, but no action taken, regarding Ordinances, the Heartland Co-Op property switch, the AFR report, project needs, and the requisition form. The Employee Handbook looks good. Move forward as is. Offenbacker shared the new quote for a 96” slide for approximately $17,000, installed. This will be paid with grant money. It can be installed before the end of April. Adams made a motion to move forward with the purchase. Tiffey seconded. Motion passed 5-0. Postings were made in the usual posting places regarding bids for the apartment above the post office as well as the windows, doors and general concrete work around the Legion Hall. One bid has been received on the apartment project. Cleanup days have tentatively been set for May 6, 2023, depending on availability. Council asked that the date be approved by Marty. Ronnie Schulz and Mark Long were not in attendance. The flag has been replaced outside of City Hall. The contract with the Harrison County Sheriff for the 2023-2024 fiscal year was reviewed. Offenbacker made a motion to enter into said contract, and Dugdale seconded. Motion passed on a 5-0 vote. Dugdale secured a grant from the Harrison County Community Foundation via the Community Foundations of Southwest Iowa for handicap accessible sidewalks around the Veteran’s Memorial Plaza (to the west of the Legion Hall). Earlier in the week bid requests were posted, however, Dugdale requested Gerke pull the bid notices until bid specs can be determined. Gerke requested office improvements for Citizen’s comfort and security. The Council authorized posting the project for bids. Larsen made a motion to adjourn. Dugdale seconded the motion; motion carried with a 5-0 vote.
