City of Modale City Council Meeting Minutes March 6, 2023 A special meeting of the Modale City Council was held on March 6, 2023. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Katie Offenbacker, Blair Adams, Terigene Tiffey, Amber Larsen and Kathy Dugdale. Visitors present were Dustin Wallis and John Glennie Staff present were Shauna Gerke and Linda Windschitl Offenbacker made a motion, seconded by Larsen, to approve the consent agenda. Motion passed 5-0 A discussion was had regarding awarding the Sewer Lagoon contract. As noted at previous meetings, the Neuvirth bid was found to be non-responsive and the Armodus bid was found to be responsive. Now that all concurrences have been received, Resolution 23-03 to award the bid to Armodus, LLC was read. Tiffey moved to adopt said resolution, Adams seconded. Motion passed 5-0. The next step is getting a completed draft of the contract from Troy at Sundquist and having our attorney review it prior to signing. Minutes to set a date for hearing on entering into a loan agreement were read. Resolution 23-04 to fix a date for a public hearing on a proposal to enter into a Sewer Revenue Loan Agreement and to borrow money thereunder in a principal amount not to exceed $474,000 was read. Adams made a motion to set that date as March 13, 2023, at 7 p.m. and Larsen seconded. Motion passed 5-0. There were no citizen inquiries. The AFR was not available from the accountant at this time. This item will be tabled for a future meeting. Mayor Cox opened the public hearing regarding the Proposed Property Tax Levy at 7:15 p.m. The levy was discussed noting there was a slight increase from last year due to an increase in insurance costs and employee benefits. With no citizen input a motion for Resolution 23-04 adopting the levy as presented was made by Dugdale and seconded by Larsen. Motion passed on a 5-0 vote. The public hearing was closed at 7:19 p.m. The building permit submitted by Elissa Kappes was denied. A special hearing before the Council can be requested. Bid requests for repairs to the apartment above the Post Office will be drafted and posted around town. The Council requested Linda contact Hoffman Insurance to see if any additional liability insurance will need to be obtained in order to rent out the property once it’s repaired. The deadline to bid on this project should be set as March 31st. The Council would like flyers posted for bids on the door, windows and concrete improvements to the Legion Hall as well. The deadline to bid on this project should also be set as March 31st. Our Certificate of Membership to the Iowa Rural Water Association was presented. Items to add to the next Agenda: slide update, flags, Grant and Legion bid requests, drains, repair approvals Larsen made a motion to adjourn. Adams seconded the motion; motion carried with a 5-0 vote.
