CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, January 9, 2022 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Jim Rains, Mary Seago, and Karen Breyfogle. Council members absent: Terry Coyle. Staff present: Alyx Hirst and Steve Hinkel. Public present: Christine Hussing and Terry Marshall. c. Approval of Agenda Clerk asked to amend the agenda to add [ item i ] “IRS Claim” and move [ item h ] “Closed Session” to the end of New Business. Motion to approve amended agenda by K. Breyfogle, with a second by M. Seago. Motion carried 4-0. d. Approval of Minutes Clerk asked for approval of amended minutes striking [ item 1 g] from the December 5th, regular meeting minutes. K. Breyfogle made a motion to strike item 1 g due to invoice being paid from the Rescue Department and approve the amended December 5th, meeting minutes. Seconded by J. Glennie. Motion carried 4-0. e. Keast Enterprises, Inc. Invoice (Fire Dept. King Grant 2022) J. Rains made a motion to approve Keast Enterprises claim in the amount of $22,375.00 for handlair and pipe for new grain bin vac trailer. The motion was seconded by J. Glennie. Motion carried 4-0. f. Approval of Claims as Presented J. Glennie made a motion to approve all other claims as presented. Motion was seconded by K. Breyfogle. Motion carried 4-0. 2. Public Comments None 3. Community Center/Facility Report none 4. Library Report Christine Hussing reported that the after school activities with the Little Hawks Kid Care Program is going very well. Christine also stated low attendance numbers for Children’s Book Club. 5. Fire Department Report None 6. Old Business None 7. New Business a. Building Permit: 113 Maple St. M. Seago motioned to approve the building permit for a fence at 113 Maple Street. The motion was seconded by K. Breyfogle. Motion carried 4-0. b. Resolution #2023-01: Resolution authorizing and providing for the incurrence of indebtedness for the purpose of providing a portion of the cost of acquiring, constructing, enlarging, improving, and/or extending its municipal water system to serve an area lawfully within its jurisdiction to serve. Motion to approve Resolution #2023-01 by K. Breyfogle and seconded by J. Rains. Roll call. All ayes. Motion carried 4-0. This Resolution states that the City of Mondamin is undertaking debt by issuance of bonds from USDA Rural Development in the principal amount of two million nine hundred and eight thousand dollars and that the City will comply with all rules and regulations in a lawful manner. c. Resolution #2023-02: Appointment of Mayor Pro Tem and Public Works Superintendent Motion to approve Resolution #2023-02 by J. Rains and seconded by J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution appoints Karen Breyfogle, Mayor Pro Tem and Steve Hinkel, Superintendent of Public Works. d. Resolution #2023-03: Official Depository for the City of Mondamin and Signature Authorization Motion to approve Resolution #2023-03 by K. Breyfogle and seconded by J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution states that Midstates Bank is the City’s official depository and that Mayor Howrey, Mayor Pro Tem Karen Breyfogle, and Clerk Alyx Hirst can execute and deliver any signature authorization regarding any accounts with the City of Mondamin. e. Resolution #2023-04: Resolution Appointing City Commissioners Motion to approve Resolution #2023-04 by M. Seago with a second from J. Rains. Roll call. All ayes. Motion carried 4-0. With this Resolution, Mayor Howrey appoints Jim Rains and John Glennie Street and Wastewater Commissioners; Terry Coyle as Water Commissioner; Mary Seago as Park Commissioner; Karen Breyfogle as Landfill and Senior Housing Commissioner; and himself as EMA Commissioner. f. Resolution #2023-05: Official Newspaper for the City of Mondamin and Authorization to Execute and Deliver Documentation on Behalf of the City of Mondamin Motion by J. Glennie to approve Resolution #2023-05 with a second from K. Breyfogle. Roll call. All ayes. Motion carried 4-0. This Resolution appoints Missouri Valley Times News as the City’s official newspaper. g. Set FY23/24 City Budget Work Session First budget work session will be held on January 23, 2023 at 6 p.m. Session will be held after water plant public hearing. i. [not in order] IRS Claim: Quarter 4, 2017 Clerk Hirst informed the council that she recently received a notice regarding an outstanding balance from the IRS from Quarter 4 of 2017 in the amount of $9,056.80. Clerk Hirst stated that since she started in 2018, she has never received notice of this and has tried calling numerous times to find out what these charges are for. Alyx stated that she continues to be told they are for miscellaneous charges but no one from the IRS has given her any straight answers. Clerk Hirst wanted council to decide how to proceed because not paying allows more interest and penalty for every day that the balance remains unpaid, however, the bill in question remains. K. Breyfogle motioned for Alyx to send a certified letter to the address given and state that the City would like a breakdown and specifics for these charges and until we receive answers, the bill will not be paid. The motion was seconded by M. Seago. Motion was seconded by M. Seago. Motion carried 4-0. h. In accordance with Chapter 21.5 of the Code of Iowa, the council will go into closed session. Motion to open closed session at 7:55 p.m. by K. Breyfogle and seconded by M. Seago. Motion carried 4-0. Motion to end closed session at 8:08 p.m. by K. Breyfogle and seconded by M. Seago. Motion carried 4-0. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst stated that due to an error she made by submitting the wrong notification to the paper back in August, the City must hold another public hearing regarding the approval and the construction award of the water plant project. The hearing is set for a special meeting on January 23, 2023 at 6 p.m. Alyx stated that the correct notices have been sent out to the paper and posted for this hearing. 10. Public Works Report Steve reported that the generator at the water plant has been repaired. 11. Commissioner Reports None 12. Other Business K. Breyfogle stated that she will work on getting new bids for the back windows at King’s Court and updating the Employee Handbook as soon as her new computer arrives. K. Breyfogle wanted to compliment Steve on the recent snow removal for the city and commend him for noticing access water usage when reading meters and notifying the residents if he suspects a leak. 13. Adjourn Having no further business to conduct, M. Seago made a motion to adjourn the meeting. Seconded by K. Breyfogle. Motion carried 4-0.
