CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, June 5, 2023 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, Karen Breyfogle, Jim Rains, with Terry Coyle arriving after claims were presented at 7:02 p.m. Staff present: Alyx Hirst and Steve Hinkel. Public present: Dave Massey, Dick Bornhoft of R&S Waste, Kim Harris, Doug Harris of C&H Hauling, and Guy Graff. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by J. Rains. Motion carried 4-0. d. Approval of Minutes Motion to approve the May 1st meeting minutes by K. Breyfogle and seconded by J. Glennie. Motion carried 4-0. e. James Dean King Family Foundation (Final Water Tower Pmt.) M. Seago made a motion to approve James Dean King Family Foundation claim in the amount of $39,500.33 for final payment of the water tower. The motion was seconded by K. Breyfogle. Motion carried 4-0. f. Approval of Claims as Presented J. Glennie made a motion to approve all other claims as presented. Motion was seconded K. Breyfogle. Motion carried 4-0. 2. Public Comments None 3. Community Center/Facility Report The community center manager sent in her reports to council. Member of the board, Guy Graff, was present. Guy stated that the board hadn’t had a meeting in 2 months due to scheduling conflicts amongst its members. Guy also reported that the community center has been busy with rentals for graduations and weddings. 4. Library Report A verbal report was given to Clerk Hirst from the librarian. Christine stated that she has been busy cataloging new books, working with kids during the summer reading program, and writing a grant for new story walk materials. 5. Fire Department Report A verbal report was given to Clerk Hirst from the fire chief. Brian stated that training was completed for its new drone operations. Jeff Seago, who was present for a report over the phone, stated that the fire department received their grain bin vac trailer that was approved from the 2022 King Grant and that maintenance has been done on the vehicles at the fire hall. 6. Old Business None 7. New Business a. R&S Waste Disposal Doug Harris from C&H Hauling was present to report that as of July 1, his company will be sold to Dick Bornhoft of R&S Waste and that R&S Waste will continue to execute garbage hauling for Mondamin. b. Heritage Days: Parade Route and Steet Closures Guy stated that the route would be the same as the past years. Starting at the school (S. Harding), turning left onto Maple; turn right at Midstates Bank on N. Main St; right on Cedar; right on Vine; right on Elm, and finish at the Co-op. Both Elm Street (South of city park) and N. Noyes Street (front of Church of Christ) will be closed off for the activities at the park after the parade. c. Heritage Days: Cash Prizes to Award Guy requested prizes the committee would like to give: a first ($75), second ($50), and third ($25) prize awarded to the best parade entries. A first ($50), and second ($25) prize awarded to the best car show entries. A first ($50) prize awarded to the best tractor entry. Four ($25) prizes awarded to the top 2 teams in the horseshoe tournament and lastly, A first ($25) prize awarded to the best motorcycle entry. Motion to approve the cash prizes by K. Breyfogle. Motion was then seconded by M. Seago. Motion passed unanimously. d. Resolution #2023-11: New Appointment Start Date of New City Attorney John Hines, Crary Huff Law Firm K. Breyfogle motioned to approve Resolution #2023-11 with a second by M. Seago. Roll call. All ayes. Motion carried 5-0. This resolution states that the new start date will be July 1, 2023 instead of the June 1, 2023 date that was originally decided on last month. e. Signage for city park along Cedar Street No action taken f. Approval of Christina Howrey to fill library board vacancy Motion to approve Christina Howrey to fill library board vacancy from K. Breyfogle and seconded by J. Rains. Motion carried 5-0. g. Building Permit: 207 Cedar M. Seago motioned to approve building permit at 207 Cedar for a fence. It was seconded by T. Coyle. Motion carried 4-0 as J. Rains abstained. h. Building Permit: 109 Cedar M. Seago motioned to approve building permit at 109 Cedar for a handicap accessible entrance. It was seconded by J. Glennie. Motion carried 5-0. i. Building Permit: 404 Maple Table j. Set date for regular city council meeting in July Motion by M. Seago to set date for regular city council meeting for July 10th at 7p.m. due to the July 4th holiday and Clerk Hirst being on vacation. Motion was seconded by K. Breyfogle. Motion carried 5-0. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst reported that Mondamin residents are once again able to receive water assistance through West Central Community Action for those that qualify and need help with their utility bill. Alyx stated that she has received numerous animal complaints and that residents have had enough with barking dogs and dogs running at large. Clerk Hirst reported that she and Steve met with the ICAP Risk Assessment Control Specialist and were given a list of recommendations that we need to follow up on such as getting our fire extinguishers inspected and painting caution lines on the steps of the community center. 10. Public Works Report Steve stated that he flushed hydrants and has sprayed for weeds. He reported working with Oban Construction on the new water plant project. Steve also reported that the latest DNR test that was taken came back all clear. 11. Commissioner Reports None 12. Other Business Clerk Hirst wanted to discuss what day would work best for council as well as the engineers and contractors for our groundbreaking event at the new water plant. This event will be held July 18th at 4 p.m. at the new water plant location on Cedar Street. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by M. Seago. Motion carried 5-0.
