CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, November 6, 2023 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:06 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, Karen Breyfogle, Jim Rains, and Terry Coyle. Staff present: Alyx Hirst, Steve Hinkel, and Christine Hussing. Public present: Carol Birdsall and Maggie Rains. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by M. Seago. Motion carried 5-0. d. Approval of Minutes Motion to approve the October 2nd meeting minutes by J. Rains and seconded by J. Glennie. Motion carried 5-0. e. Utility Service Group (Water Tower Cleaning Contract) K. Breyfogle made a motion to approve Utility Service Group claim in the amount of $26,489.00 for the annual cleaning contract. The motion was seconded by T. Coyle. Motion carried 5-0. f. Approval of Claims as Presented K. Breyfogle made a motion to approve all other claims as presented. Motion was seconded M. Seago. Motion carried 5-0. 2. Public Comments Maggie Rains was present to discuss Christmas decorating of the park on Saturday, Nov. 18th, and Santa’s visit to the park shelter on Sunday, Nov. 26th. Maggie stated the group could use volunteers and those interested could contact her. 3. Community Center/Facility Report The Community Center Christmas Party will be held Sunday, December 17th from 4-7 pm. Santa will be arriving around 5:30 pm. This event is for anyone in the West Harrison School District. 4. Library Report Christine stated that she had been without internet for many days, but it had finally been restored. She also reported that she will be holding a Christmas event at the library from 10am to 1pm on Saturday, December 9th. She will have a Christmas craft to do and will offer cookies and cider. This event coincides with the “Breakfast with Santa” event at West Harrison held on the same day from 9am to 12 pm. 5. Fire Department Report None 6. Old Business None 7. New Business a. Resolution #2023-15: A Resolution to approve Brown’s Second Addition Subdivision of the City of Mondamin, Harrison County, Iowa. Motion to approve Resolution #2023-15 by K. Breyfogle with a second by M. Seago. Motion carried 4-1 with a nay from T. Coyle. This Resolution approves a subdivision that will allow small parcels of property to be put to beneficial use and that a variance relating to minimum lot sizes is granted as such that the property can be subdivided as shown in the final plat. b. Water Treatment Plant Amendment No. 1, Project 180263.01: Re-bid Water Meters Motion by M. Seago to approve Amendment No. 1 to re-bid the water meter portion of the water plant project. The motion was seconded by J. Glennie and passed unanimously. c. Council review and consideration of Change Order No. 2, Project 180263.01, in the amount of $158,900.00. Change Order No. 2 subject to USDA review and concurrence. K. Breyfogle motioned to approve Change Order No. 2 in the amount of $158,900.00 and it was seconded by J. Rains. Motion carried 5-0. Change Order No. 2 allows a 6” road of pavement into the new water treatment plant on Cedar Street ($150,000) and adds 100 linear feet of 10” PVC for the sanitary sewer main ($8,900). d. IRS Civil Penalties from December 2017 Discussion. Alyx stated that after contacting the city’s accountant, their advice was to pay the penalties and interest, but no real answers were given as to what the fees were for and why we owe them. Mary Seago stated that she would send a certified letter to the State Federal Building asking for answers. Motion by K. Breyfogle to wait and see if the city can get any new information before paying the claim. The motion was seconded by J. Glennie. Motion carried 5-0. e. Avenue of Flags Donation to West Harrison Nation Honor Society Maggie Rains, a member of Mondamin Avenue of Flags, was present to request that $1,500 be given to the National Honor Society at West Harrison for their help in putting up and taking down the Avenue of Flags throughout the year. Motion to approve the $1,500 request by K. Breyfogle and seconded by T. Coyle. Motion passed unanimously. f. Christmas Lighting Contest Judging will be on the evening of December 16 from 6-10pm. Winners will be announced at the annual Christmas party. J. Glennie motioned to award the following prizes: 1st place - $100, 2nd place - $75, 3rd place - $50, and 4th place - $25. The motion was then seconded by T. Coyle. Motion carried 5-0. g. Reflection’s Cleaning: Park Shelter Motion by M. Seago and second by K. Breyfogle to hire Reflection’s Cleaning to deep-clean the park shelter building. Motion carried 5-0. h. Tree Removal: 206 S. Noyes Table i. Tree Removal: 101 Chestnut Table j. Harrison County Crimestoppers Mary Seago reported that at the November meeting, she learned that HCC has been visiting area schools and teaching children how, when, and why they should use 911 for help. She stated that the meetings are held on the 1st Thursday of each month and held at the Law Enforcement Center in Logan. Mary also stated that it would be great if a member of the council could attend each month. Karen Breyfogle stated she could attend, and Clerk Hirst said she would be interested in going when Karen couldn’t. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst once again discussed the latest progress report from JEO regarding the new water treatment plant. The progress meetings will happen almost monthly until the water plant project is completed. She also discussed the policies and procedures audit that the City of Mondamin was selected for. The audit will take place on November 14 and is expected to last a full day. 10. Public Works Report Steve reported flushing hydrants and a problem with the generator at the current water plant. 11.
