Call to Order: Mayor Woodward @ 5:57 p.m. Pledge of Allegiance: 5:57 p.m. Roll Call: S Baumfalk, M Carson, L McWilliams, N Madsen, K Wilson & Mayor Woodward - City Employees; T Noah, H Nejedly Approval of Agenda: 1st S Baumfalk 2nd K Wilson Yes – 5-0 Approval of Minutes and Bills: 1st M Carson 2nd K Wilson Yes – 5-0 Approval of Financial Report: 1st K Wilson 2nd L McWilliams Yes – 5-0 Visitors: Mayor and/or Commission Reports: Nikki – Parks & Sewer / Streets, Mike – Lights, Ronny – Water & Landfill, Scott – EMA Public In-Put: None Old Business: - Garbage Rate Increase New Business: - Questions for Clint on finalizing 3rd St Paperwork – Mayor Woodward and M Carson will meet at the bank in the morning, sign the Quick Deed and have it notarized. - Meter pit damage by Parks & Erwin – Mayor Woodward contacted Harrison County Sheriff and City Attorney the meter pit must be replace and a curb stop lock installed by the City the property owners will be billed actual cost; new meter pit $900 and labor $1,500. - 214 Elm St building permit – Garage 30X30 and deck for pool. 1st L McWilliams 2nd N Madsen Yes 5-0 - Change water shut off Ordinance to 30 days – Mayor Woodward consulted with other town Mayors Ordinances and Pisgah’s Ordinance will not be changed. The monthly bills show the past due dates and residents are given plenty of time and notice with our current policy. - Garbage Ordinance Update – Public Hearing 1st reading – Mayor Woodward opened the hearing at 6:34 p.m. The new contract with R & S Waste Disposal Inc. will remain the same as the C & H Hauling contract, with an increase in pickup fee and landfill Fees adding $1.00 to the cost of garbage service. 1st K Wilson 2nd N Madsen – roll call vote; S Baumfalk, M Carson, L McWilliams, N Madsen & K Wilson – hearing closed at 6:41 p.m. passed. - Yearly Evaluations – T Noah was given a 4% per hour increase and will be paid for his unused vacation time from ’22-‘23 in a lump sum. H Nejedly was given a 7.2% per hour increase. 1st K Wilson 2nd S Baumfalk Yes – 5-0 - Part-time help - is still being pursued. Clerk Report: H Nejedly – Still learning the position. Maintenance, Water and Sewer Report: T Noah – Reported USDA has all requested documentation, and the project is moving forward. Financials have been approved and Snyder & Associates will do the exploratory water study. Fire Department: T Noah – Working on grants for new equipment. Other Business – Council Open Discussion: Mayor Woodward Complimented EMA member S Baumfalk on his excellent attendance record. K Wilson volunteered to shred old records but needs a more powerful shredder. Also discussed was contracting a company.
