Call to Order: Mayor Woodward @ 6:01 p.m. Pledge of Allegiance: 6:01 p.m. Roll Call: B Mitsch, L McWilliams, N Madsen, K Wilson (S Baumfalk - Absent) & Mayor Woodward - City Employees; T Noah, H Nejedly Approval of Agenda: 1st K Wilson 2nd L McWilliams Yes – 4-0 Approval of Minutes and Bills: 1st K Wilson 2nd N Madsen Yes – 4-0 Approval of Financial Report: 1st K Wilson 2nd L McWilliams Yes – 4-0 Visitors: City Attorney C Fichter, E & J Freihage and West Harrison student Ethan Blue Mayor and/or Commission Reports: Nikki – Parks & Sewer / Streets, Mike – Lights, Ronny – Water & Landfill, Scott – EMA Public In-Put: None Old Business: - Landlord Properties Requirement Ordinance & After-Hours Billing – Public Hearing opened at 6:47; First reading of the amended water bill ordinance B Mitsch, L McWilliams, N Madsen & K Wilson – Passed 4-0 Public hearing closed at 7:22. 2nd hearing set for 12/21/23 New Business: - IMWCA Audit / Report – Due to ongoing harassment and safety issues of City employees the following action steps will be taken: 1) Residents will be required to make an appointment to come into City Hall. 2) Complaints / grievances will require a Complaint Form being completed and the Mayor / Council members will address the problem, not City employees. 3) Recommended; payments be made by mailing or using the Banks drop slot on the North side of building. 4) City Hall will be installing a service window. 5) City Hall will be getting a new cell phone, and the number will be posted in the Newsletter and on the bulletin board. Note; It is unacceptable to contact T Noah after hours at his home to discuss issues that should be addressed during normal business hours. He should only be called in case of an emergency. Motion to install a service window; 1st L McWilliams 2nd K Wilson – Yes 4-0 - Building Permit – E & J Freihage – City Attorney C Fichter advised the Freihages on the zoning requirements they will need to comply with, and they were given the Building Permit to complete. Permit will be reviewed at 12/21/23 meeting. - AFR & Street Report – Council reviewed and discussed the reports. Clerk Report: H Nejedly – Expressed concern about the City Park restroom traffic and cameras will eventually be installed to help monitor the park’s activity. Maintenance, Water and Sewer Report: T Noah – The insurance company finally settled on the burned pump house and repairs are already underway. New panel, electrical service, injector pumps, and testing equipment will be replaced. Fire Department: T Noah – Reported the Fire dept Halloween open house was a great success and they received $500 in donations.
