Approval of Agenda: 1st K Wilson 2nd S Baumfalk Yes – 5-0 Approval of Minutes and Bills: 1st K Wilson 2nd S Baumfalk Yes – 5-0 Approval of Financial Report: 1st L McWilliams 2nd K Wilson Yes – 5-0 Visitors: Jeff Godwin with Snyder & Associates Mayor and/or Commission Reports: Nikki – Parks & Sewer / Streets, Mike – Lights, Ronny – Water & Landfill, Scott – EMA Public In-Put: None Old Business: -Appointment of Council Member & General Election New Business: -Jeff Godwin, Snyder Water Project Update – Gave the Council a progress report and date estimates. -Traveling Hunt Club – Building Permit – Council approved; 1st K Wilson 2nd S Baumfalk Yes – 5-0 -Snowplow Replacement – Western Brand V-Plow – Council approved; 1st K Wilson 2nd S Baumfalk Yes – 5-0 -Alley Blocked on Iowa St – Written / Signed & Verbal Complaints – A warning letter to comply with City Ordinance will be sent to D McWilliams. Council approved; 1st K Wilson 2nd B Mitsch Yes – 5-0 -Property Cleanup – Several Complaints – Discussion was had to rent a large dumpster for a city-wide cleanup. Warning letters to comply with City Ordinance will be sent to the problem residents. City Hall’s October Newsletter will also advertise this. -Landlord Properties – Requirement Ordinance – Discussion was had about the numerous rental property owners; renters move in/out and leave unpaid water bills that the City cannot recover. An Ordinance requiring the landlord to be responsible for covering the water utilities and collect from the renters needs to be implemented. Council approved: 1st K Wilson 2nd B Mitsch Yes – 5-0 -Building Permit 208 Iowa St – Council approved; 1st L McWilliams 2nd S Baumfalk Yes – 5-0 -Revised Building Plan - V Rickards Shed – Council approved; 1st N Madsen 2nd B Mitsch Yes – 5-0 -City Park Bath House – Vandalism – In the event of vandalism, city employees will no longer clean up dangerous / toxic facilities. T Noah will get quotes from cleaning companies that the city can contract with for this type of situation. Council approved; 1st N Madsen 2nd S Baumfalk Yes – 5-0 -Heather’s Hours & Workplace Issues – Heather requested that she have Monday’s off to reduce her exposure to ongoing workplace issues. Mayor Woodward approved this request, and the City Hall office will be closed Monday’s. A list of problems was given to the council members. -Workplace Issues & Employee Harassment Ongoing – T Noah continues to be harassed and disrespected by certain residents even when he is not on the clock and this behavior cannot be ignored any longer. Attorney Fichter will address this problem by using State Ordinances and send letters to the worst offenders. Clerk Report: H Nejedly – Expressed concern over ongoing workplace issues. Maintenance, Water and Sewer Report: T Noah Fire Department: T Noah – Reported that the three-year inspection went well with no deficiencies or write ups and the inspector complimented the organization of the department.
