HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES October 11th, 2023 The HCLC regular meeting was called to order at 7:00p.m., October 11th, 2023 by Secretary Brian Rife. Roll call showed Representatives: Kerger, Weigelt, Breyfogle, Woodward and Solid Waste Mgr. Hinkel. Rep. Ortiz joined by telephone. Item #1) Consent of agenda. Motion was made by Weigelt and seconded by Breyfogle to approve the agenda. 6 ayes. Item #2) Review of the Meeting Minutes, from 9/13/23. Motion was made by Woodard and seconded by Breyfogle to approve 9/13/23 meeting minutes. 6 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Weigelt and seconded by Ortiz to approve the budget and claims. 6 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel informed the board that the new International recycling truck was delivered. It is now getting the Hook lift frame installed. Hinkel reported some of the main topics at the recent ISOSWO conference were the use of Tarps as an alternative to covering waste with soil. The use of thermal cameras to detect after hours fires and updated scale software. The FY 2023 Audit was preformed in late September. The report should be completed and presented at the November meeting. The landfill staff took part in a training session conducted by RDO integrated controls on the GPS system. Hinkel asked the commission board to brainstorm where more battery recycling buckets could be placed to increase participation. Item #5) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – Hinkel briefed the board on the upcoming EMS audit. All documents are being updated. The EMS audit will take place 10/30/2023. Item #7) Hinkel updated the board on the Cell development plan. There have been multiple discussions and site visits between HCLC staff and SCS engineers. This should result in a plan that not only fits the current operation but takes into account budget and the lifespan of the future cells. Item #8) SCS permit renewal proposal. Ortiz motioned to accept the proposal from SCS engineers for the amount the $15,980 Weigelt seconded. 6 ayes Item #9) Purchase of two horizontal balers from the Waste Commission of Scott County for $1000 each. These balers are in good working condition but have been phased out of Scott County’s operation due to their new state of the art recycling facility. The HCLC can use these balers to increase the segregation of recycling material. Breyfogle motioned to purchase the balers. Ortiz seconded 6 ayes. Item #10) was to establish the Missouri Valley Times as the official publication for the HCLC. Breyfogle motioned to use the MV times. Woodard seconded 6 ayes. Motion to adjourn at 7:52p.m. by Breyfogle and seconded by Kerger. 6 ayes. The next scheduled meeting will be held on November 8, 2023, at the Harrison County Landfill.
